Public Libraries LGV administers and manages three programs to support Victoria’s public libraries.  The Public Libraries Funding Program supports councils, regional library corporations and Vision Australia in providing public library services. Untied and recurrent funding for the provision of library services is provided each year on a formula basis.  The Living Libraries Infrastructure Program provides funding through a contested grants program to enable Victorian councils and regional library corporations to provide new or renewed library infrastructure to their communities, and in doing so, support the role of libraries in strengthening communities and encouraging opportunities for community participation.  The Premiers’ Reading Challenge Book Fund provides annual funding to councils, regional library corporations and Vision Australia to purchase materials to support the annual Premiers’ Reading Challenge. As the peak body for local government, councils’ interests and rights are represented and protected through membership of the MAV. All 79 Victorian municipal councils are eligible to be MAV members. MAV Purpose The purpose of the MAV is defined under the Municipal Association of Victoria Act 1907 and states: The Municipal Association of Victoria was established to promote the efficient carrying out of municipal government throughout the State of Victoria and to watch over and protect the interests, rights and privileges of municipal corporations. (Municipal Association Act, 1907) Similarly, under the Local Government Act 1989, the objectives and obligations of councils are outlined. In order for the MAV to achieve its legislative purpose it also supports the defined objectives and obligations of the Local Government Act. We work to ensure that through innovation, advocacy and empowerment those with a print disability can enjoy the same access to information and recreational reading as others in the community.  The Library offers members a wide range of accessible materials from a variety of sources. Library members are individually assisted via a telephone reference service to access their choice of materials. Materials can be streamed or downloaded from our online catalogue.  The Library Service circulates titles in Braille and DAISY audio. DAISY is an audio format that has been developed to build "structure" into a book. This enables readers to navigate to find specific chapters and pages of an electronic book at the press of a button. The Library collection also features audio books in different languages, children's print Braille picture books, and the latest magazines and regional newspapers from our download service. Professional staff assist members using smartphones and tablets to access the library collection.  Vision Australia offers advice about making information accessible to individuals, businesses, education providers, government bodies and community organisations.  Vision Australia also offer consultancy services on how to make websites accessible and signage and wayfinding for buildings and outdoor environments. There are 3 core library services: 1. A free public library service, which includes a wide range of print alternative books and magazines available for loan through streaming or download. The Kooyong site has PC’s with adaptive technology suitable for people with a print disability. 2. The public library service includes a reference service to assist clients navigate and find information. 3. A Staff Reference Service provides access to the specialized collection of materials relating to Vision Impairment. The term “mechanic” at that time meant artisan or workingman. The movement spread throughout Britain and it’s colonies including Canada South Africa, India and Australia, as well as the United States of America. The Movement began in Victoria with the formation of the Melbourne Athenaeum in 1839. The Institutes served as focal points for their communities, offering libraries and reading rooms, opportunities for self-education, and other attractions such as lectures, meeting rooms, museums, concerts, and various games. Institute libraries were regularly patronised up until the 1950’s even though conducted on a subscription basis. The book stock varied with the finances of the Institute committee but where towns were serviced by railways, cases of books could be obtained quarterly on loan from the Melbourne Public Library. Nearly every town in Victoria had a Mechanics’ Institute. Today there are over 500 still operating as halls and homes for local organisations. A growing number of these are members of the Mechanics’ Institutes of Victoria Inc. (est. 1998).
