Iraq by calling on the Iraqi people to overthrow Saddam Hussein, over a 1988 State Department meeting with a Kurdish leader, continued until the end of the gulf war and even after Turkey initiated its own dialog with the Iraqi Kurds. Within days Iraqi army forces moved into other Kurdish cities and war—the Iraqi air force launched massive chemical weapons attacks on Kurdish villages along the Iraq-Turkey border.
