Figure 2 shows the estimated number of COVID-19 cases imported by citizens/residents and visitors from the ten largest sources before and after the respective travel restrictions were implemented. To decide whether it is safe to open international borders, governments need to understand the relationship between the number of arrivals, incidence rates in countries that act as importation sources and the expected number of COVID-19 importations. We use the monthly number of observed COVID-19 infections amongst travellers arriving into Australia from a given country to estimate the country's true incidence rate.
