The call for a guaranteed annual income structured as a regular unconditional means-tested payment or as wage for meaningful jobs remained throughout the Poor People's Campaign (PPC) and was documented in the first two demands of the campaign's Social and Economic Bill of Rights (Chase 1998; Jackson 2007; Poverty Initiative 2012) .
