The combined features of a high volume of visitors, high contact rates, potential higher infectivity of sex workers, and long-distance travel of clients across India may make the reopening of RLAs a risk to increasing COVID-19 transmission, health care utilization, and death. To understand the potential impact of extended closure of RLAs on COVID-19 in India, we developed a model that quantifies the effects of re-opening RLAs after the end of the lockdown.
