Design: A negative binomial design was applied to the county-level mortality counts of COVID-19 on April 15, 2020 in the United States. In this design, the infected counties were categorized into three levels of infections using clustering analysis based on time-variant cumulative confirmed cases from March 1 to April 15, 2020. We collected the number of cumulative confirmed cases and total deaths from March 1 to April 15, 2020, for counties in the United States from the New York Times(9).
