PHEIC was defined as "Unusual events that pose public health risks to other countries through the international spread of disease and may require a coordinated international response." As of 11 February, a total of 1716 medical staff were confirmed to have COVID-19 infections in mainland China, accounting for 3.8% of all confirmed cases (The Novel Coronavirus Pneumonia Emergency Response Epidemiology Team, 2020).
