The United Nations Office of the High Commissioner for Human Rights urges countries to pay attention to respecting human rights and protecting vulnerable people, as these are fundamental factors to the success of the public health response and recovery from the COVID-19 pandemic in the long run [15, 16] . Although better governance countries experience rapid surges in the number of cases during the COVID-19 crisis, the incidence decreases steadily.
