For Hong Kong, after accounting for government recurrent cash benefits (including various kinds of social security schemes including CSSA), the size of the poor population was reduced from 1.4 million to just over 1 million (14.7% of the population)-a 28% reduction in the size of the poverty population. In this study, we adopt a decomposition analysis to assess the impact of population growth and age structure on the numbers of people moving in and out of the CSSA scheme for the period 2014-2018.
