It is important to consider whether the "entering approach" is indeed more effective than the "leaving approach" in reducing the number of CSSA recipients in Hong Kong. From these results, it seems that preventing people aged 20-29 from entering the CSSA system has a larger impact; that is, the "entering" approach would be more effective in reducing the number of CSSA recipients in 2014.
