The dynamics of COVID-19 transmission are complex, and in low-transmission settings the probability of maintaining epidemic control depends on numerous factors outside of policy control, including the characteristics of people who get infected: the size of their households, the type of work that they do, and a number of other socio-economic factors that may influence their contact networks, access to testing and capacity to self-isolate.
