The United States unveiled its National Pandemic Influenza Plan in November, 2005, addressing areas such as domestic and international surveillance, vaccine development and production, antiviral therapeutics, communications and state/local preparedness. Mounting a rapid, coordinated, integrated local response to mass casualty events such as pandemic influenza necessitates tight collaboration among a host of participants, including emergency management, public health, law enforcement, fire, emergency medical services, health care providers, public works, municipal government, and community-based organizations.
