There are countries with high prices of medicines, a wide prevalence of nonquality medicines (i.e., substandard and counterfeit), lack of access to medicines, and absence of a national medicines policy (NMP) even with strong encouragement from World Health Organization (WHO). Further according to Frieden and Henning (2009) , a progress of public health in developing countries is possible but will require sufficient funding and human resources; improved physical infrastructure and information systems; effective program implementation and regulatory capacity; and, most importantly, political will at the highest levels of government.
