(C C C ) . T he 341 C CC will be operational by January 1, 1978, w hen the new copyright law takes effect. F eatu red are th e proceedings of a 1976 con­ ference cosponsored b y Inform ation Industry Association ( I I A ) and th e Association of A m er­ ican Publishers (A A P ). T h e new ly organized CCC , designed to provide publishers ( and, w here appropriate, authors) w ith a relatively simple, centralized mechanism to p ay self-des­ ignated fees for authorized photocopying, is a reality th a t grew o u t of th e conference. In addition to presentations and discussions b y active participants at th e conference, the book contains several supplem ents, including th e new CCC G uidelines for Serial Publishers and an index to the conference proceedings and discussion. T he C opyright C learance C enter, a historic developm ent in th e effort to collect and distrib­ u te copy paym ents for photocopying of copy­ righted works in excess of fair use, incorporates m any of th e concepts developed a t th e I I A / AAP C onference. T he 132-page book (consisting of text, laboratory exercises, and p re/p o st-ev al­ uation instrum ents) is from the core of a semi­ independent, th ree-u n it course currently being ta u g h t to u n d erg rad u ate an d g rad u ate students a t Davis. Topics covered in Introduction to L i­ brary Research and Bibliography include: cata­ log use; reference skills; serials; indexes and ab­ stracts; governm ent docum ents; bibliographies; research strategies; m icrocopy; and autom atic bibliographic searching. E ach week, students taking th e course m eet w ith th e instructors for one hour and spend six hours working on the laboratory exercises included in th e book. W hile most of the content and exercises em pha­ size general library skills, subject-related sources are also indicated. P reservation o f L ibrary M aterials ( no. 35) reports on a survey of m em bers of the Association of R esearch L ibraries (A R L ) u n ­ d ertak en in A pril 1977 as p a rt of a collection analysis project of th e Office of U niversity L i­ brary M anagem ent Studies. T h e survey found th a t while few of th e re­ spondents hav e a codified preservation p ro ­ gram , there is grow ing recognition of th e need to plan for such a program . I t was found th at th e m ajor preservation investm ent by ARL li­ braries is in th e area of binding, as evidenced b y an average of $97,000 spent per year per ARL library. R egarding a N ational Preservation Program , expectations varied a g reat deal from library to library, w ith m any looking to it for standards, guidance on local preservation ef­ forts, and as a center for rare or little used m a­ terials. E ducation of patrons and administrators as to th e seriousness of preservation problem s was cited as a first step tow ard developing a program th a t w ill assure the continued avail­ ability an d use of research m aterials. D eterm ining In d irect Cost R ates in Research Libraries (n o . 34) reports on current university practices for recovering research-related in d i­ rect costs. In a tim e of increasing financial pressure, universities an d libraries are searching fo r ac­ counting procedures th a t will allow them to re­ cover th eir fair share of in d irect costs incurred during federally sponsored research. H owever, changing regulations, various interpretations of th e rules, an d a lack of established, proven pro­ cedures for library use studies contribute to a com plicated process th a t often raises more questions th an answers. T h e flyer notes th a t at a tim e w hen developm ent of m ore rigorous li­ brary use studies m ight lead to more equitable cost recovery, it is im portant th a t b u d g e t officers W ritten Standards for E v alu atio n of L ibrarians T h e lib rary at San Jose S tate U niversi­ ty has established w ritten standards for evaluation of librarians. T h e standards are specific an d address th e kinds of com­ petencies th a t are expected for p articu lar positions, such as reference, cataloging, acquisitions, or adm inistration. T h e li­ b rary is interested in th e response of other libraries an d librarians to th e docu­ m en t and in seeing sim ilar standards es­ tablished by o ther libraries.
