Daniel Moynihan (D-NY) introduced on December 10 the National Heritage Resource Act (S. 1940) to restore a tax deduction for artwork or manu scripts donated by their creators to libraries and museums. Since 1969 such deductions have been limited to the cost of the materials rather than the fair market value of the items. S. 1940 is the companion to HR 2050, introduced last April by Rep. Thomas Downey (D-NY). In his introductory statement (in the December 10 Congressional Record, pp. S17760-61), Sen. Moynihan spoke about how the deduction was lost: ...it seems to me time that we be open about the origins of the 1969 legislation.... It was inserted in the Tax Reform Act of 1969 with the specific intent of denying a tax deduc tion to former President Lyndon B. Johnson and former Vice President Hubert H. Humphrey.... One Senator sought to punish, in their political eclipse, two great public men who had been unassailable at the apogee of their influence and strength. But the legislation went far beyond its original narrow intent, catching in its net the entire crea tive community. A matter of indifference to its sponsor, perhaps, but hardly to us. A full political generation later, it is time for remedy. Spend less time researching sources of comparative information about salaries and business concerns with the new Business Rankings and Salaries Index Business library maintains file fo r quick answers Comparative information about business concerns is constantly sought by investors, consumers, job seekers, and researchers. The Business Library of the Brooklyn Public Library found that so many people had questions of this nature that the library began a file of bibliographic citations to provide a source for answers. Their valuable research now available in book form These sources have been published in book form by Gale, providing an annotated bibliographic guide to more than 8,000 business rankings and salary listings in over 1,000 periodicals, newspapers, financial services, statistical serials, directories, and books. Locate sources quickly with the easy-to-use arrangement The two main sections of the book, Index to Rankings and Index to Salaries, are arranged alphabetically by subject—most subject headings taken from the Library of Congress classifications. Broad subject categories are subdivided either by geography or by different facets of the industry. Numerous cross references help the user locate the exact subject term. Under the subject heading, entries are arranged chronologically by publication date of the source cited, making it easy to locate the most current number one ranking. The rankings entries contain up to 7 points of information: • Sequential entry number • Number ranked: total number of listees included • Ranking title: a description identifying the • Also noted: further information on the names of contents of the list cited others ranked or details on the nature of the listing • Ranked by: a statement of the criteria that • Source: complete bibliographic details. establish the ranking For salary information the arrangement is also under subject headings. Entries first provide complete bibliographic details on the source and then, in many cases, a brief indication of contents. 1st edition.
