H e is expected to c o o p e r a t e w i t h t h e A m e r i c a n L i b r a r y A s s o c i a t i o n in f o r w a r d i n g p r o j e c t s of g e n e r a l i n t e r e s t to t h e l i b r a r y p r o - fession i n c l u d i n g college and r e f e r e n c e l i b r a r - ies. T h i s obligation is by no m e a n s t h e m o s t i m p o r t a n t and should not t a k e any l a r g e s h a r e of t h e a v e r a g e w o r k i n g day. T h e r e a r e a f e w daily r o u t i n e s , such as s k i m m i n g t h e m a i l of o t h e r divisions a n d keeping posted on A . L . A . d e v e l o p m e n t s . T h e A . L . A . receives q u i t e a f e w i n v i t a t i o n s t o be r e p r e s e n t e d officially at p r e s i d e n t i a l i n a u g u r a t i o n s o r o t h e r college, u n i v e r s i t y , or o r g a n i z a t i o n a l c e r e m o n i e s . I n m o s t cases d e l e g a t e s a r e selected f r o m n e a r b y l i b r a r i e s . B u d g e t discussions, A . L . A . staff m e e t i n g s , and s i m i l a r m i s c e l l a n e o u s activities t a k e u p a s m a l l p o r t i o n of t h e w o r k i n g day. 2. T h e e x e c u t i v e s e c r e t a r y , as t h e f u l l - t i m e officer of t h e association, is expected to see t h a t c h a i r m e n a r e p r o m p t e d to a p p o i n t c o m - m i t t e e s , r e p o r t s a r e m a d e , and all s o r t s of o r g a n i z a t i o n a l business p e r f o r m e d on t i m e and as r e q u i r e d by t h e C o n s t i t u t i o n . T h i s is a f a i r l y l a r g e d u t y and one w h i c h could be very* t i m e c o n s u m i n g w e r e t h e office n o t blessed w i t h an e x t r a o r d i n a r i l y devoted and c o m p e t e n t ( n o n e x e c u t i v e ) s e c r e t a r y . T h e c o m m i t t e e s e t u p of A . C . R . L . does n o t seem, a t first glance, to be c o m p l i c a t e d o r bulky. T h e list w h i c h lies b e f o r e m e as t h e s e n o t e s a r e w r i t t e n of an e a r l y m o r n i n g in G r a n d R a p i d s s h o w s 15 c o m m i t t e e s p l u s r e p r e s e n t a - tion on a s m a l l n u m b e r of j o i n t c o m m i t t e e s . T h i s is, h o w e v e r , s o m e w h a t deceptive. T h e r e a r e seven s e c t i o n s : A g r i c u l t u r a l L i b r a r i e s , C o l l e g e L i b r a r i e s , E n g i n e e r i n g School L i b r a r - ies, J u n i o r C o l l e g e L i b r a r i e s , R e f e r e n c e L i - b r a r i a n s , L i b r a r i e s of T e a c h e r T r a i n i n g I n s t i t u t i o n s , and U n i v e r s i t y L i b r a r i e s , each of w h i c h h a s its o w n c o m m i t t e e s . T h e c o m m i t t e e o r g a n i z a t i o n is a p e r p l e x i n g m a t t e r and one on which c o m m e n t and advice f r o m t h e m e m b e r s h i p is v e r y m u c h n e e d e d . I t is obviously d e s i r a b l e to h a v e a b r o a d base of p a r t i c i p a t i o n by m e m b e r s . E v e r y o n e w h o is w i l l i n g to w o r k should h a v e a j o b to do, and n o t on any W . P . A . l e a f - r a k i n g basis. G r e a t t h i n g s can be accomplished b o t h f o r t h e asso- ciation and f o r t h e i n d i v i d u a l , w h o s e mind can be s h a r p e n e d and o u t l o o k and experience b r o a d e n e d . R e c o g n i t i o n w i l l come f o r w o r k ably d o n e . I n s h o r t , t h e m o r e c o m m i t t e e s , t h e b e t t e r . O n t h e o t h e r h a n d a lack of c o n t a c t be- t w e e n t h e office and t h e s e c o m m i t t e e s is highly u n d e s i r a b l e . I t m a y o f t e n be a case of t h e l e f t h a n d k n o w e t h n o t w h a t t h e r i g h t d o e t h , to p u t it mildly. D u p l i c a t i o n of e f f o r t , f r u s t r a - tion, and ill-considered v e n t u r e s a r e c e r t a i n t o ensue to s o m e d e g r e e . N o t t o o l o n g ago y o u r e x e c u t i v e s e c r e t a r y himself w a s g u i l t y of i n i t i a t i n g a s t u d y by a local g r o u p in P e n n s y l - v a n i a w h i c h p a r t l y d u p l i c a t e d w o r k being d o n e on a r e g i o n a l as w e l l as a n a t i o n a l scale ( n o t u n d e r A . C . R . L . ! ) . I t t h e r e f o r e seems v e r y i m p o r t a n t t o keep in close t o u c h w i t h t h e c o m m i t t e e activity of t h e sections and, so f a r as h u m a n l y possible, w i t h t h a t of t h e s t a t e , r e g i o n a l , and local g r o u p s w o r k i n g on college and r e f e r e n c e p r o b - lems. If n o t h i n g else, this office can p e r f o r m a u s e f u l f u n c t i o n as a c l e a r i n g h o u s e f o r g r o u p s , A . C . R . L . o r not, w h i c h a r e c o n c e r n e d w i t h college a n d r e s e a r c h l i b r a r y m a t t e r s . I t is hoped t h a t t h e y e a r s a h e a d w i l l see a c u r b on t h e n u m b e r of s t a n d i n g c o m m i t t e e s J A N U A R Y , 1950 73 and a m u l t i p l i c a t i o n of s h o r t t e r m , ad hoc c o m m i t t e e s , each of w h i c h w i l l h a v e a s h o r t , specific j o b t o d o and a p r o m i s e of a u t o m a t i c r e l e a s e w h e n a r e p o r t is s u b m i t t e d . L i b r a r y t e c h n i q u e s and services v e r y s e l d o m r e q u i r e t h e c o n s t a n t vigilance of s t a n d i n g c o m m i t t e e s , p e r p e t u a t e d , s o m e t i m e s n e a r l y idle, y e a r a f t e r y e a r . A n y o r g a n i z a t i o n , of c o u r s e , m u s t h a v e officers a n d p r o g r a m , n o m i n a t i n g , and m e m b e r - ship c o m m i t t e e s . Beyond t h e s e and possibly o t h e r f u n c t i o n a l activities t h e a d v a n t a g e s of ad hoc c o m m i t t e e s a r e s t r o n g l y u r g e d . A s m a l l g r o u p can accomplish w o n d e r s in in- v e s t i g a t i n g a n d r e p o r t i n g in a s h o r t t i m e w h e n it is c l e a r t h e j o b is finished a t t h e m o m e n t t h e r e p o r t is s u b m i t t e d . T h e g l o r y w i l l be n o w h i t d i m i n i s h e d . O b v i o u s l y t h e r e a r e m a n y o t h e r d u t i e s en- tailed in being t h e s a l a r i e d s e c r e t a r y of this o r any o t h e r o r g a n i z a t i o n . 3. T h e e x e c u t i v e s e c r e t a r y is expected t o f u n c t i o n as an " e x p e r t " on college and r e - s e a r c h l i b r a r y t e c h n i q u e s and o p e r a t i o n s in g e n e r a l . T h e q u o t a t i o n m a r k s a r e u s e d a d - visedly b e c a u s e obviously n o one, c e r t a i n l y n o t t h e p r e s e n t i n c u m b e n t , is q u a l i f i e d t o speak w i t h a u t h o r i t y on all p r o b l e m s a f f e c t i n g t h e p r o f e s s i o n a l activity of t h e m e m b e r s h i p . O n t h e o t h e r h a n d t h e r e a r e m a n y aspects of li- b r a r y w o r k on w h i c h he is in a position t o give i n f o r m a t i o n and s o u n d advice. Some i n q u i r i e s a r e a n s w e r e d d i r e c t l y e i t h e r on t h e basis of p e r s o n a l e x p e r i e n c e o r i n f o r m a t i o n in t h e A . C . R . L . files. G e n e r a l l y speaking, c o n f i r m a - tion of p e r s o n a l e x p e r i e n c e is s o u g h t in t h e files. T h e f o r m e r e x e c u t i v e s e c r e t a r y b u i l t up a s m a l l d o c u m e n t a r y collection on l i b r a r y p r o b - lems and p r a c t i c e s . T h i s is v e r y u s e f u l . M o r e l i b r a r i a n s s h o u l d c o n t r i b u t e to this. I t is a n easy t h i n g to r u n off an e x t r a c a r b o n of a r e - p o r t , and send it in. If t h e s u b j e c t m a t t e r is n o t of i n t e r e s t a t H e a d q u a r t e r s , it w i l l be d e s t r o y e d . P l e a s e r e p o r t even t h o u g h n o t h i n g r a d i c a l l y d i f f e r e n t is involved in y o u r n e w r e n - t a l l i b r a r y , classification and pay plan, a n n u a l r e p o r t , c i r c u l a t i o n s y s t e m , o r policy in g r a n t - ing b o r r o w i n g privileges. T h i s i n f o r m a t i o n c a n o f t e n be u s e f u l to o t h e r s . M a t e r i a l benefit m a y a c c r u e t o a n o t h e r l i b r a r y f r o m k n o w i n g t h a t this and t h a t place d o t h e s a m e t h i n g . I n y o u r s e c r e t a r y ' s e x p e r i e n c e policies h a v e been sold to u n i v e r s i t y a d m i n i s t r a t i o n s by l i s t i n g c e r t a i n o t h e r l i b r a r i e s w i t h s i m i l a r policies. I n m a n y cases y o u r e x e c u t i v e s e c r e t a r y w i l l pass a l o n g r e q u e s t s f o r i n f o r m a t i o n a n d c o u n - sel t o o t h e r m e m b e r s m o r e qualified t o s p e a k . H e is, f o r e x a m p l e , s i n g u l a r l y i g n o r a n t of m i c r o f i l m e q u i p m e n t and t e c h n i q u e s , and any- o n e w r i t i n g on t h a t s u b j e c t w i l l g e t only a p o l i t e a c k n o w l e d g m e n t f r o m t h e office s t a t i n g , a m o n g o t h e r t h i n g s , t h a t t h e r e q u e s t is being f o r w a r d e d to s o m e o n e else (possibly C a r r u - t h e r s , F u s s i e r , o r T a t e ) , w h o k n o w s t h e field. A s r e q u e s t e d , t h e office is p r e p a r e d t o back i n d i v i d u a l l i b r a r i a n s in selling p r o g r a m s , pay scales, p r o f e s s i o n a l r e c o g n i t i o n , etc., to r e l u c - t a n t h i g h e r a u t h o r i t y . I n m a n y cases it m a y help t o h a v e a s u p p o r t i n g l e t t e r f r o m t h e asso- c i a t i o n w h e n p r o m o t i n g a p r o g r a m . T h e r e is every i n d i c a t i o n of a need f o r closer c o n t a c t b e t w e e n t h e m e m b e r s h i p and t h e H o m e Office. T r a v e l i n g and p e r s o n a l a p p e a r a n c e a r e d e s i r a b l e b u t h a v e definite l i m i t s . E x - c h a n g e of i n f o r m a t i o n a n d c o r r e s p o n d e n c e m u s t b e a r t h e b r u n t of this responsibility. * * * College and Research Libraries h a s less t h a n 2000 s u b s c r i b e r s and s h o w s a m o d e s t deficit a n n u a l l y . T h i s w i l l be c o n s i d e r a b l y l a r g e r f o r t h e c u r r e n t y e a r b e c a u s e of t h e l a r g e t e n t h a n n i v e r s a r y issue, u n l e s s a d v e r t i s i n g pays m o r e in t h e m o n t h s a h e a d . W h i l e t h e d o l l a r r e t u r n p e r a d v e r t i s e m e n t cost is open t o a r g u - m e n t , t h e r e is definite evidence of good w i l l on t h e p a r t of t h o s e w h o do a d v e r t i s e , as in t h e case of t h e d r u g s t o r e w h i c h t a k e s a p a g e ad in a college y e a r b o o k . S o m e of t h e n a - t i o n a l l y - k n o w n business h o u s e s d o i n g six and seven figure business w i t h college and u n i v e r - sity l i b r a r i e s d o n o t a d v e r t i s e , and l i b r a r i a n s m i g h t m e n t i o n this in c o n s i d e r i n g o r d e r s w i t h any such c o m p a n i e s . T h e y s h o u l d be i n t e r - ested in r e s e a r c h and d e v e l o p m e n t in t h e li- b r a r y field, and a s h a r e in t h e cost seems not an u n r e a s o n a b l e r e q u e s t . * * * T h i s office receives occasional l e t t e r s f r o m l i b r a r i a n s s e e k i n g n e w positions a n d f r o m li- b r a r i e s l o o k i n g f o r a p p l i c a n t s .
