C E N T R A L A C T I V I T I E S A C R L ' s FIRST H E A D Q U A R T E R S office was opened late in April, 1947, by N . O r w i n Rush, the first executive secretary. O n l y three months previously, College and Research Libraries had been mailed out to its 1 4 0 0 subscribers with an article by Charles Harvey Brown entitled, " W h a t D o the Members of A C R L W a n t ? " 1 N o man could write more appropriately on this subject than M r . Brown, w h o has done as much or more than anyone else to launch A C R L . His findings were presented not on the basis of his own conviction, but on very careful measurement of the wishes of the whole membership. M u c h of the accomplishment of this organization dates f r o m the spring of 1947- M r . Rush served as executive secretary for two and one-half years, and I have held the office for nearly four. T h i s is an appropriate time to re-examine the objectives of six years ago and see how the members have been served. T h e Association might well consider another survey in the near future, a 1 9 5 4 edition of " W h a t D o the Members of A C R L W a n t ? " T h i s report reviews what the members wanted (listed in order of priority) and sum- marizes what they have been getting. It does not attempt to detail all accomplishment since 1 9 4 7 , and the emphasis throughout is on accomplishment during the past year. N o w and again a brief forecast into the future is attempted. Here are the affairs of the Association as seen from headquarters alone and the opinions do not reflect consultation with officers and directors. Reports on section and committee activity were prepared by the respective chairmen, except as indicated. T h o s e w h o seek a full report of the A C R L year must consult the "Brief of M i n u t e s " of both general sessions and meetings of the Board of Directors as printed in the April and O c t o b e r issues of C&RL. These numbers also list all officers of the Association. T h e December, 1 9 5 2 , ALA Bulletin (organization issue) lists, committees and their members and some vital statistics. T h e Summary Reports of the M i d w i n t e r and Annual A L A C o n - ferences record the programs and business handled by A C R L sections and committees. The Brown article of 1947 is also the report of the Committee on the Relations of the A C R L to the A L A , which had been instructed to prepare a list of "activities which might well be performed by a national library asso- ciation." These were submitted to the mem- bership in a questionnaire and are here listed and discussed in the order of 1947 membership preference. 1. A C R L has always had a Publications Com- mittee (see below for the chairman's report) which has worked closely with the A L A Pub- lishing Department. T h e committee's princi- pal project, the ACRL Monographs, has been a spontaneous success, largely because of the work of its managing editor, David K. Maxfield, who brought to this project a tre- mendous enthusiasm, a Yankee talent for promotion and business detail, and a sound professional knowledge. At present, there are approximately 450 standing orders and as many as 1200 copies have been sold of a single JANUARY, 1954 91 issue. T h e Monographs are financially self- sustaining in every respect and yet very modestly priced. They make a considerable contribution to the advancement of profes- sional knowledge. Unlike the ACRL Monographs, the news- letters of the several sections have been very modest and only in the past several years have these achieved much status. T h e old Engi- neering Libraries Section and Agricultural Libraries Section both put out fairly substan- tial newsletters and this tradition was con- tinued when these two sections merged into PASS in 1951. M r . Moriarty, the first chair- man, issued three communications that were at once substantial in information and fresh and vigorous in style. His successor, M r . Betts, has maintained scope and usefulness. T h e Reference Section and the Junior College Li- braries Section have both had very useful newsletters—sometimes chiefly about the work of the section and sometimes on subjects of special interest such as needed reference tools. Newsletters make a modest but steady con- tribution to the publication program. This instrument of communication has proved especially useful with the smaller sections. 2. Research studies on the functions of college and university libraries, on college library personnel, etc. For nearly three years A C R L has had a Research Planning Committee ( f o r its report, see below), which has recently recommended its own dissolution. Research on problems related to college and reference libraries has not been systematically organized, although some efforts have been made in this direction through A C R L and A R L . Lists of studies made in library schools and in libraries have appeared in C&RL, while reports have been published in both C&RL and ACRL Monographs. Various conference programs of A C R L sections have been designed to isolate problem areas which require investigation. It would seem desirable that the sections concentrate on these and seek to gain the interest of faculty members and research students in library schools. T h e publications of A C R L are available to both schools and libraries for presentation of results of interest to the division as a whole or to its several sections. Funds should be available for promising projects. 3. Development of relations with edu- cational associations in the field of higher education and development of contacts with college presidents, library committees, and professors. M r . Rush made a major point of "establish- ing and maintaining cordial relations with and presenting the library point of view to, edu- cators and educational associations in the field of higher education." His report for 1947-48 mentions correspondence with the six leading national educational associations and attend- ance at a number of conferences and other gatherings of leaders in the field. I have likewise attended several of the larger con- ferences in higher education every year (usually the American Council on Education and the N E A ' s Department of Higher Educa- tion) and a few presidential inaugurations or university anniversary celebrations. W e have had delegates of A C R L or A L A at most im- portant gatherings of this sort. I have regularly made contacts with new, important educational groups, such as the American Council on Education's Commission on the Education of W o m e n and the Educational Television and Radio Center. T h e N E A ' s report to President Eisenhower on the educa- tional use of the mails will contain a recom- mendation for removal of manuscripts of dissertations from the first-class category, as suggested by the A C R L office. These are only a few examples of regular contacts with educational and governmental leaders. T h e Committee on Administrative Pro- cedures has the responsibility of working with and through existing regional accrediting asso- ciations to advance library standards. This committee has needed clarification of objec- tives and has been inactive for some time. At least two of the sections have maintained regular contact with national associations (American Association of Junior Colleges and American Association of Colleges for Teacher Education). While A C R L has had other contacts with educational associations and leaders in higher education, it is quite apparent that progress has not been great during the past six years. For the immediate future, one can at least hope that the Committee on Administrative Procedures will have aggressive leadership and establish cordial relations useful to the re- gional accrediting associations in formulating 92 COLLEGE AND RESEARCH LIBRARIES their p r a c t i c e s and y a r d s t i c k s f o r the m e a s u r e - m e n t o f c o l l e g e l i b r a r i e s . A p l a n p r e s e n t e d at M i d w i n t e r , 1950, by the e x e c u t i v e s e c r e t a r y t o the B o a r d o f D i r e c t o r s , s u g g e s t e d the use of s e n i o r l i b r a r i a n s w i t h specific s u b j e c t interests t o r e p r e s e n t A C R L and l i b r a r i a n s g e n e r a l l y at m e e t i n g s o f s p e - cific l e a r n e d s o c i e t i e s and e d u c a t i o n a s s o c i a - tions. I f p o s s i b l e , the i n d i v i d u a l s e l e c t e d f o r such a p o s t s h o u l d be w i d e l y k n o w n and r e - spected in the s o c i e t y o r a s s o c i a t i o n , and the a s s i g n m e n t s h o u l d be o f l o n g d u r a t i o n . I n r e c e n t c o r r e s p o n d e n c e w i t h the e x e c u t i v e s e c r e t a r y o n this p o i n t , M r . B r o w n e m p h a - s i z e d that the p e r s o n t o be p r e s e n t at the m e e t i n g s of a l e a r n e d society s h o u l d be s o m e - o n e , who could both give and receive, who could bring back to the Association any discussions of the need by scientists and scholars of better library facilities, bibliographies, etc. The various societies are all engaged at times in certain bibliographic efforts concerning which librarians need more information. The repre- sentatives could also explain to the scientists, for example, the need of improved services by the libraries and could obtain their coopera- tion. M r . H i s l e t t e r c o n c l u d e s : I know that chemists and mathematicians are greatly interested in problems such as these and I am sure that far more important prob- lems can be discussed by subject specialists and librarians who have done work in these sub- ject fields. Our university and college li- braries, as well as scientists, could benefit greatly if qualified representatives of A C R L could attend the meetings of these scientific organizations. I t is i m p o r t a n t t o the l i b r a r y w o r l d t o h a v e o n e o f its o w n t o w h o m it c a n t u r n in r e g a r d t o i m p o r t a n t p r o b l e m s in each m a j o r field. A L A h e a d q u a r t e r s g e t s n u m e r o u s r e q u e s t s f o r s p o n s o r s h i p o f c o n f e r e n c e s and c o o p e r a t i o n w i t h 57 v a r i e t i e s o f a s s o c i a t i o n s and societies. T h e a d v i c e of a r e p r e s e n t a t i v e w o u l d be e x - t r e m e l y u s e f u l in s u c h instances. T h e 1 9 5 0 p r o p o s a l m e n t i o n e d a b o v e w a s l o s t in the p r e s s u r e o f o t h e r business and w a s n o t r e d r a f t e d . Statistics w e r e p u b l i s h e d in e a r l y issues of C&RL, then d r o p p e d f o r the y e a r s 1 9 4 3 - 4 5 . T h e y w e r e c o n t i n u e d in the issue f o r J u l y , 1947 by G . F l i n t P u r d y , w h o has b e e n r e s p o n - sible f o r t h e m e v e r since. A s all m e m b e r s m u s t r e a l i z e , D r . P u r d y and his c o m m i t t e e h a v e i n c r e a s e d c o v e r a g e g r e a t l y , and findings a r e n o w p u b l i s h e d v e r y p r o m p t l y . W e h a v e i n v e s t i g a t e d the possibilities of d o u b l i n g the c o v e r a g e o f insti- t u t i o n s ( 5 0 0 o r m o r e instead o f the p r e s e n t 2 5 0 ) a n d p u b l i s h i n g the r e s u l t s in an ACRL Monograph. S o m e statistics o f j u n i o r c o l l e g e l i b r a r i e s w i l l be p u b l i s h e d in a 1953 s e c t i o n n e w s l e t t e r ; if all g o e s w e l l , the j u n i o r c o l l e g e l i b r a r i e s w i l l b e c o m e a r e g u l a r f e a t u r e of the C&RL statistics. M a n y a v e n u e s o f a p p r o a c h m i g h t be u s e d t o e x t e n d statistics c o v e r a g e . A C R L has a l m o s t a l w a y s o p e r a t e d in the b l a c k and t h e r e b y a c c u m u l a t e d a g o o d deal of m o n e y . T h i s m a t t e r w a s e m p h a s i z e d in the last annual r e p o r t , and has been c a r e f u l l y discussed in m e e t i n g s o f the d i r e c t o r s at M i d - w i n t e r and at the A n n u a l C o n f e r e n c e . T h e B o a r d f e e l s that it is w i s e to h a v e reserves, but that the A s s o c i a t i o n is n o t o p e r a t e d f o r p r o f i t and it c o u l d g o t o o f a r in h o a r d i n g f u n d s that o u g h t r a t h e r t o b e used f o r p r o j e c t s . I t is w i d e l y r e c o g n i z e d that the p r e s e n t p r o - visions f o r divisional s u p p o r t are f a u l t y , n o t b e c a u s e of the a m o u n t s p r o v i d e d , b u t b e c a u s e o f the c o m p l e x i t i e s o f the a r r a n g e m e n t s . T h e n e w C o m m i t t e e on D i v i s i o n a l R e l a t i o n s h i p s has this p r o b l e m u n d e r study and i m p r o v e m e n t m a y be e x p e c t e d b e f o r e l o n g .
