College and Research Libraries Brief of Minutes Association of Research Libraries June 21, 1953, Los Angeles THE FORTY-FIRST MEETING of the Associa-tion of Research Libraries was held in the William Andrews Clark Memorial Library, at the University of California, in Los Angeles, on Sunday, June 21, 1953- T w o meetings, morning and afternoon, were re- quired to transact the business of the Associa- tion. FARMINGTON PLAN A volunteer is still needed to take the re- sponsibility for Finnish language publications. Extension of the Plan to Ethiopia, Japan, and North-West Africa has not yet been possible. A study on coverage and assignment of the Latin American countries not now included in the Plan is under way and a report may be expected at the next meeting. Also under consideration as to coverage and assignment are French Canada, New Zealand, Oceania, and the Union of South Africa. The Handbook of the Farmington Plan (authorized at an earlier meeting of the Asso- ciation) is now in type. It will be printed by the Harvard University Press in a two-column format similar to that of the Harvard Library Bulletin. Complimentary copies of The Handbook will be given to participating li- braries, agents, and advisers. The Handbook will be placed on sale by the executive secre- tary at $2.50. Inclusion of textbooks in the coverage of the Farmington Plan was discussed. The present policy of including college texts but excluding texts of a lower level is to be continued pend- ing further study. A report was made by the executive secre- tary on the work of the Bibliotheque Na- tional in supplying French books. As to non- trade books, there was, in his opinion, no dealer who could improve on the service of the Bibliotheque Nationale. The supply of trade publications, however, appears to need in- vestigation and improvement. No suggestion was made that another agent be employed for French publications. M r . Metcalf announced his resignation from the committee and the following resolu- tion, presented by M r . PROPOSALS FROM T H E LIBRARY OF CONGRESS I. Proposed Plan for the Protection of Cul- tural and Scientific Resources.1 The plan proposed by Scott Adams was referred to the Committee on National Needs, which in turn recommended the appointment of M r . Logsdon of Columbia, as a committee of one to follow the development of the plan. II. Proposal for Cooperative Microfilming of of Folklore Collections Abroad. This carefully prepared plan of folklore specialists and the Library of Congress was referred to the Committee on Cooperative Microfilm Projects. III. Need for Standardization of Translitera- tion Schemes. LEGE AND RESEARCH LIBRARIES enlist in a joint committee the appropriate organizations of linguists to consider and propose transliteration schemes for all lan- guages in the non-Roman alphabets, except those for which acceptable transliteration schemes are in existence. IV. Standardization of the Cataloging of Chinese, Japanese, and Korean Publica- tions. It was noted that the Division of Cataloging and Classification is appointing a special com- mittee to work on this problem and that the Library of Congress has appointed an inter- departmental committee to study aspects of the same problem. It was agreed that all A R L libraries concerned should communicate their interest and support to the D C C com- mittee. V. Acquisition of Current Foreign News- papers. The recent publication by the Library of Congress of Postwar Foreign Newspapers, a Union List and the imminent publication by the Pan American Union of its union list of Latin American newspapers provide the basis for a study of the adequacy of the national coverage of the foreign press, for recom- mendations for expansion or changes in the current program of acquisitions, and for a co- operative microfilming program which will best utilize the national resources available for this purpose. The Committee on National Needs has undertaken a study of the problem as related to the so-called "critical areas." The problem has also been called to the attention of the new A R L committee on Cooperative Access to Newspapers and Other Serials. C A T A L O G I N G FOR R E S E A R C H L I B R A R I E S At the Evanston meeting in February, 1953, M r . Reichmann proposed that the Association give serious consideration to the relationship between the structure of the research library and the most efficient catalog (or catalog philosophy) for a research library. Specific suggestions advanced by M r . Reichmann were discussed by teams representing Harvard, Pennsylvania, California, the New York Public Library, and the Library of Congress. It was agreed that the proposals merited seri- ous study and they were referred to a com- mittee consisting of M r . Shaw, chairman, and Messrs. Metcalf, David, Russell, and Dix. C O M M I T T E E ON T H E P U B L I C A T I O N A N D R E C O R D I N G OF D I S S E R T A T I O N S Thirty-six universities are now participating in the publication program suggested by A R L , the essential features of which are prompt reporting in Dissertation Abstracts and prompt availability of microcopies. A state- ment of the committee, explaining the details of the publication program, was presented and approved, and will be distributed to colleges and universities shortly. I N D E X TO DOCTORAL D I S S E R T A T I O N S M r . Trotier reported that the preparation of an Index to the first ten volumes of Doc- toral Dissertations will be commenced in the fall. The publication of the Index may be expected within a year. R E P R O D U C T I O N OF M A N U S C R I P T S I N M A S S What shall a university library, with a large collection of unpublished manuscript material, do, when it receives a request for whole- sale copying of manuscript material? The question was raised by M r . Babb, who re- ported that Yale had in recent years received requests from three institutions for wholesale copying of Coe manuscript material. The prevailing sentiment of the discussion was for liberality in copying manuscript collections. There were, however, reservations on the part of some who felt that priority in the use of manuscript materials remains with the owning library and its staff including faculty. A full statement of A R L policy on the use of manu- script materials appeared in C&RL January, 1 9 5 2 , p. 5 8 - 6 0 . T H E N E E D FOR A N A T I O N A L C O N F E R E N C E ON L I B R A R Y P R O B L E M S The need for such a conference was speci- fied by the speakers in the discussion on mass publication or copying of manuscript materials. M r . Metcalf also brought forward the prob- lem of library fees and library support as pressing for solution. M r . Horn stressed the problems of growth and finance which compli- cated the legislative budget hearings in Cali- fornia. REPORT ON S E R I A L S C O M M I T T E E The matter of differential pricing (library JANUARY, 1954 65 subscriptions costing more than individual subscriptions) was thoroughly reported and documented. M r . Brown's report concluded that except for the Journal of Rational Me- chanics and the publications of the H. W . Wilson Co., the differential charges are minor. No action was authorized but the matter of differential pricing will be continuously studied by the Association. COOPER T I V E A C C E S S TO N E W S P A P E R S A N D O T H E R S E R I A L S This committee was authorized under a different title at the Evanston meeting. M r . Fussier as chairman of the committee, re- ro t̂ d that the first attention of the committee would be given to foreign newspapers, or the development of a statement of appropriate cri- teria for acquisition, a list of newspapers meet- ing the criteria, and a proposal for cooperative access to these newspapers. J O I N T C O M M I T T E E O N T H E R E P R O D U C T I O N OF O U T OF P R I N T B O O K S The Joint Committee, under the chairman- ship of M r . Keller of the Library of Congress, announced: I. it has reprinted Adeline's Art Dictionary in an edition of 100 copies, with a second run of an additional 100 now in press; 2. it has in press three titles as follows: The Checklist of U. S. Public Documents, 1789- 1909; Ames' Comprehensive Index to the Pub- lications of the U. S. Government, 1881-189J; and Poore's Descriptive Catalogue of the Government Publications of the United States, Sept. 5, 1774 to March 4, 1881; 3. it has per- mission and is ready to start work on these three titles: Julian's Dictionary of Hym- nology; Mulhall's Dictionary of Statistics; Orr's Handbook to the Work of Robert Browning; 4. it is considering the reprinting of the Index to the British Sessional Papers, with the corrections and has written to H.M.S.O. for permission. P O S T A L R A T E S O N T H E S E S The executive secretary was authorized to investigate the possibility of classifying typed theses as "books" in the mailing of inter- library loans. With M r . Shaw's aid, the matter was investigated, but it was discovered that there is no possibility for such a classifi- cation without major legislative revision. C U S T O M S S I M P L I F I C A T I O N M r . Vosper discussed the pending Customs Simplification Act and the possible elimination of all requirements of formal entry. (This act was passed and signed by President Eisen- hower on August 8, 1953.) Investigation of duty charges on imported microfilm and foreign built microphotographic equipment will be made by M r . Vosper, and interpreta- tions from the Treasury Department may soon be expected. N E X T M E E T I N G Subject to negotiations with the University of Wisconsin and the development of plans for the dedication of the new Wisconsin Univer- sity Library building, the mid-winter meeting of A R L was announced for the week end of January 31, 1954, at Madison, Wisconsin.— Robert A. Miller, Executive Secretary. Drexel Offers Scholarships The Drexel School of Library Science, Philadelphia, Pa., is offering three tuition scholar- ships for the academic year 1954-55. They are available to students entering the full time curriculum leading to the degree of Master of Science in Library Science who apply by April 1, 1954. Applicants must be American citizens, and graduates of approved colleges or uni- versities. Evidence of high academic achievement and of the need for financial aid must be submitted. Questions about scholarships available to foreign students may also be addressed to the Dean. SO CO. F o r the f i r s t time there is some s a l a r y in- f o r m a t i o n given f o r all institutions although sixteen l i b r a r i e s w i t h h o l d this i m p o r t a n t d a t a f o r the top a d m i n i s t r a t i v e positions. M a n y gaps exist because the r e p o r t i n g l i b r a r i e s f a i l e d to submit the median f i g u r e s . O t h e r omissions a r e necessary because personnel is classified d i f f e r e n t l y f r o m the c o l u m n a r head- ings. A comparison of chief l i b r a r i a n s ' s a l a r i e s , f o r instance, s h o w s that in G r o u p I I l a s t y e a r , 3 3 % w e r e not r e p o r t e d w h i l e 4 0 % w e r e not reported this y e a r .
