H e r m a n n Fuchs's m a n u a l for librarians of Institutsbibliotheken ( o u r d e p a r t m e n t a l a n d collegiate libraries) should be a welcome c o n t r i b u t i o n to the G e r m a n literature of li- brary science. While we have worked to- wards a b s o l u t e centralization, p e r h a p s a bit too zealously at times, some of the G e r m a n universities have lost all administrative con- trol over the Institutsbibliotheken. In m a n y cases they are entrusted to u n t r a i n e d , even indifferent, personnel responsible to no com- p e t e n t library authority. Fuchs's work, es- sentially a general m a n u a l for scholarly li- braries r e d u c e d to the scope of a special col- lection, will help bridge the g a p . T h e r e is little that is new in the work, b u t it is in- telligible to the non-librarian. T h e section on c a t a l o g i n g rules is especially v a l u a b l e . E. I. S h a m u r i n .
