Plenary Council of Baltimore (1852) urges the foundation of Catholic schools in the most forcible terms : We exhort the Bishops, and, considering the grave evils which are wont to result from perverse training, we im- plore them by the divine mercy to have schools attached to each church in their bishoprics, and, if necessary, and convenient, to provide from the church revenue suffi- cient funds to maintain competent teachers.
