As also that no man shall sand any children out of the said united Netherlands to school or to board, in any towns, Places, universities or schools, under the King of Spaines command, into the Enemies country, not into any Iesuites colleges. As also not to make any Collections or gatherings of money, gold and silver minted and vnminted, or of any other Goods, wears, or merchandises, for, or to the behoof of any Churches, hospitals, ecclesiastical or other colleges or covents. THE States general of the united Netherland provinces, To all men to whom these presents shall come to be seen, red, or understood, greeting: For that, notwithstanding the expiration of the Truce, whereby these Countries are again entered into open war with the King of spain, and his adherents, The pestiferous and murdering Sect of Iesuites, and other Priests, monks, Friers, and other religious persons, professing Orders under the Romish Religion, embolden themselves to come into these Countries, not onely into the towns, but also into the Villages of the same, there to seduce and infect the good and true Inhabitants of the same, with their false doctrine and idolatry: as also to move them unto rebellion against their lawful Magistrates, To murder Princes, and Potentates, and to instruct them in all manner of Treachery and Treason, thereby to induce and bring the tyranny and absolute government of the King of spain and his adherents, in temporal, and that of the Pope of Rome, and his followers in spiritual government again into these Countries, To that end making diuers prohibited meetings and assemblies, to the great prejudice of the State of these provinces; and withall, seeking to withdraw children from their due obedience to their Parents, and women from their duties unto their Husbands, as by diuers their proceedings, it hath been manifestly seen and found out: for the prevention whereof, diuers Proclamations haue been formerly made and published by us, and the Lords the States of the respective provinces therein following the examples of diuers Kings & commonwealths, which our said Proclamations, we by no means do hereby intend to abrogate or disannul, unless it be in such points, wherein by these wee make, and further ordain more strict proceedings, by the same with more care and diligence to provide remedies against the said perverse and wicked persons. Therefore, we haue prohibited and commanded, and by these presents command and prohibit, that no Iesuites, nor any that haue entred into any part of their Orders, nor any Priests, monks, Friers, or any others professing any Orders or Sects of Religion in the Romish Church, shall from henceforth come into, nor remain in any of the united Netherland provinces, nor of their adherents, whether they be natural Subiects thereof or otherwise whatsoever: and further haue ordained, and by these presents ordain, that all Iesuites, and others that haue entred into any part of their Orders, that now at this present are within these Countries, shall within six dayes after the publication of these presents, depart out of these said united provinces, vpon pain, that if any of them after the said six dayes are expired, shall bee found within these said Countries; they shall be holden and esteemed to be a good prise, and ransomable as Enemies of the Lands, and as such shall and may be taken and apprehended by every man, and so delivered unto the Officers of the places where they shall be found, that with his consent and knowledge, by the commandment of the Magistrates: for the first time, they may be ransommed, at as high a prise as may be, and that no less then a hundred pound flemish for every man: whereof those that shall so haue apprehended them, or otherwise made them known to the Magistrates, whereby they fell into their hands, shall haue the 3. fourth parts, and the Officer the other fourth part. And for the second time, to be openly whipped, banished out of the country, and fined according to the weightiness of the cause, to their uses as aforesaid, and the third time, being taken again, To be hardly punished, as perturbers of the common peace of these Countries, with confiscation of all their goods and lands, as the case requireth. Withall, expressly prohibiting all colleges to whom authority is given to make passports, not to give passports unto such persons, without our consents first had and granted: prohibiting also, all the Inhabitants of these Countries, not to receive into, entertain, nor lodge any of the said persons in their houses, vpon pain of forfaiting of a hundred pounds flemish money, for the first time that they shall so offend: for the second time of two hundred pounds flemish: and for the third time, To be bodily punished and banished out of these Countries, with confiscation of all their lands and goods. Further prohibiting, all Inhabitants of these Countries, not to haue any correspondence by Letters or otherwise with the said persons, commanding every man, that shall haue or receive any Letters from any such persons, presently to deliver them unto the principal Officers or Magistrates of the towns and places in the Country where they reside, vpon pain of forfeiture of fifty pounds flemish, for every time that they shall offend therein. And touching the priests, monks, Friers, or other spiritual persons of the Romish Sect, being no Iesuites, that haue long dwelled in these Countries, They shall be bound within eight dayes after the publication of these presents, to certify their names and dwelling places unto the Magistrates where they are resident, to the end, that notice may be had of them, and regard taken of their actions and behaviours, vpon pain to be handled and dealt withall, in such manner, as is formerly ordained for the Iesuites. And we further ordain, that the said persons, shall behave and govern themselves according to the ordinances and proclamations set down and proclaimed by these Countries: vpon pain for doing the contrary, to be punished according to their deserts. Wee also prohibit all Inhabitants of these Countries, not to go themselves, nor sand their children, or any others, under their government and direction, to school, or to lie and board in any towns, places, universities, or schools, under the command of the King of spain, in the Enemies Countries, nor into any Iesuites colleges, charging and commanding all and every one of them, that they or their children whom they haue already sent thither, within one month next ensuing after the publication of these presents, shall come out and withdraw themselves from those places, vpon pain of the forfeiture and payment of 100. Gildernes every month, for every child or person, that there goeth to school, or there lieth or boordeth, as long as they contrary to this our commandement shall be found to haue been there: the said fine to be paid by the Parents, Tutors, Rent-gatherers, or receivers of the money, goods, and lands of the said persons. Also expressly prohibiting, all men whatsoever inhabiting in these Countries, or that frequent the same, either directly or indirectly to make, or cause to be made any collections or gatherings of money, for, or to the behoof of any Churches, Hospitals, spiritual or other colleges or covents, by what name soever they are or may be called, or for any of the said spiritual persons, lying or dwelling under the command of the King of spain, or his adherents, or in any other Romish papistical Countries whatsoever: as we also expressly prohibit such collections of moneys, to be carried or conveyed out of these Countries, neither yet to be made over by assignation, or by any other manner whatsoever, directly or indirectly, unto the said persons, colleges, covents, or other places wheresoever, neither yet to help the said collected money, or any other gold or silver, minted or vnminted, or any other goods, wears, and merchandises, to be sent or made over, vpon pain, that those that make, or procure any such collections to be made, shall be punished with death, and confiscation of all their lands and goods. And those that carry and convey such collected moneys, gold, or silver, minted or vnminted, or any other goods, wears, or merchandises unto the afore-said Iesuites, or other the afore-said spiritual persons, colleges, covents, or Officers of Churches and Hospitals, to be bodily punished with confiscation of their lands and goods, according to the weightiness of the cause. And that all those, that from henceforth shall be found, to haue contributed any thing unto the said collections of money, shall forfeit and pay one hundred pounds flemish, as often, and as many times, as they shall be found to haue done the same. All which fines, penualties, and confiscations, we haue declared, and by these presents declare, that they shall be applied, the one half to the use and behoof of the Informers: and the other half to the use of the Officer, that shall do execution vpon the same. Declaring also, that all contradictions made or practised against these our ordinances, and which shall hereafter be found out to haue been done, notwithstanding any prescription of time shall be punished, in such manner, as if they were presently acted and done. And such as shall not be able to pay the said fines and penualties, shall be corporally punished for the same. Appointing all Courts of Iustice, Iudges, and Iustices of these Countries, herein to do good and speedy Iustice, without form of process, or any diminishing of pains & penualties, or any other delays, that so this our ordinance may the better be observed and executed. Declaring also, that all Officers, that shall be slack, and negligent to execute these our ordinances, as they are by us appointed and set down, shall incur the danger of losing their Offices, and that the same thereupon and forthwith shall be impetrable by others. And that no man shall or may pretend ignorance herein, we desire & request, the States, Stateholders, Counsels, and deputed States of the respective provinces of Gelderland, the earldom of Zutphen, Holland, West-Freeseland, Zealand, utrecht, Freeseland, Ouer-Issell, and the town of Groninghen, with the territories therof, and all other Officers and Iustices to whom it doth or may appertain, To cause this our Proclamation, presently and forthwith to be proclaimed, published, and red, in every place where the same is usually and ordinarily to be proclaimed, and to proceed, and cause Iustice to bee done, against, and vpon the breakers and offenders thereof, without any grace, favour, dissimulation, or delay whatsoever, as being most serviceable and convenient for the good and benefit of these Countries. given and ordained, in the assembly of the said Lords the States general in graven Hage, the 26. of February, 1622. under written E. ʋander mark. v t. THis day being the 26. of February, anno 1622. the Lords, the general States of the united provinces, haue given their consents and granted, and by these presents give consent, and grant licence unto Hillebrant jacobson, their ordinary sworn Printer, that he alone within the said Countries, shall and may Print the Proclamation; whereby order is taken, concerning the coming in and staying of Iesuites, Priests, monks, Friers, or any other spiritual persons of the Romish Religion, into and in these Countries. As also against the frequenting of schools, Places, & universities, under the command of the King of spain, in the Enemies country, or into any other Iesuites colleges: as also for the prohibiting of any collections of moneys to be made, &c. by them made, and this present day ordained and decreed. Hereby prohibiting, all Printers within these united provinces, To Print the same Proclamation, vpon pain of the loss and forfeiture of all the said Printed Copies: and further, of the sum of one hundred and fifty pounds, of 40. groats the pound, one third to be given to the Officer that shall do execution thereupon one third part to the poor, and another third part to the use of our said Printer. given in the assembly of the Lords, the States general, in graven Hage, the day and year above said. under written E. ʋander mark. v t.
