TO all Christian people to whom this present writing shall come, Wee William Elliots and mathias Meisey of London Gentlemen, sand greeting in our Lord God everlasting. WHEREAS our most gracious sovereign Lord King james, by his Highnesse Letters Patents under the great seal of England, bearing date the tenth day of August last past before the date of these presents, vpon consideration of the rent of two hundred ninety three pounds sixteen shillings eight pence, in lieu of customs and Imposts heretofore answered unto his majesty for steel, imported into this realm of England reserved, and vpon other rent and considerations in the said Letters Patents expressed, Hath been pleased therein to express his gracious pleasure that his Subiects of England and Ireland, should be served with steel made after a new maner or invention, found out by us the said William Elliots and mathias Meisey of making of steel, and then made within his own Dominions; And that all importation of steel made in foreign parts should be forborn after the five and twentieth day of March, then next ensuing, under the forfeiture of the said steel and diuers other forfeitures and penalties, with power and authority given therein, unto us, our executours, administrators, deputies, factors, seruants, and assigns to inquire of, and examine any Masters or owners of Ships, barks, or Lighters, and Mariners, of any steel brought in contrary to his majesties prohibition, and also with a Constable of the place or Officer of his majesties customs, at our pleasure to go aboard, view, search, and survey any Ship, vessel, or bottom, Cellar, Vault, Warchouse, Shop, or other place, and open any Cases, casks, Chests, Fattes, or any bulk whatsoever, where any steel shall be suspected to be laid up, packed, or concealed: And also to seize and make confiscate, and to take and carry away all such steel so imported, contrary to his majesties Inhibition: The one moiety whereof is granted by his majesty to us the said William Elliots and mathias Meisey, and the other moiety reserved to his majesties own use and benefit: Straightly commanding all Customers, Collectors, controllers, Searchers, surveyors, Waiters, or Officers of the custom, and all Officers and Ministers of the admiralty, and all other Officers, to be aiding and assisting, to us, our executors, administrators, deputies, factors, seruants, and assigns for the enjoying of his majesties grant, and further performance of his majesties service, as in and by the said Letters Patents, more at large it doth and may appear. Now know ye, that we the said William Elliots and mathias Meisey, by virtue of the said Letters Patents, and the authority therein and thereby unto us granted, as aforesaid, Haue constituted, authorised, and appointed, and by these presents do authorize, constitute, and appoint 〈…〉 to be our sufficient and lawful deputy and factor, during our pleasures, for the due execution of the said Letters Patents, and all powers, liberties, and authorities therein, and thereby granted, as aforesaid: Giuing, and by these presents granting, unto the said 〈…〉 full and free licence, liberty, power, and authority to see all entries made into the custom house of goods imported, and to require and take copies thereof, and to inquire of and examine any master, owner, or master of any ship, bark, or lighter, of any steel imported, contrary to his majesties prohibition: And also with a Constable of the place or other Officer of his majesties customs, to go aboard, view, and search any ship, vessel, or bottom, cellar, vault, warehouse, shop, or other place: And to open any cases, casks, chests, fattes, or any bulk whatsoever, where any steel shall be suspected to be laid up, packed, or concealed, forbidden as aforesaid. And also to seize, take, and carry away all such steel, so imported contrary to his majesties Inhibition: And to require the help and assistance as aforesaid, of all Officers and ministers for his majesties service expressed: And to execute, follow, and effect, all and every other thing and things, whatsoever meet and requisite, in, about, or concerning the due execution and accomplishment of the premises, in as large and ample maner and form, as we the said William Elliots and mathias Meisey may, might, or could do in proper person, by virtue of the said Letters Patents, or any thing therein contained: Ratifying, allowing, and confirming all and whatsoever the said 〈…〉 shall do or cause to be done by virtue of these presents, in, about, or concerning the premises, or any of them: Praying, and requiring in his majesties name, by virtue of the said Letters Patents, and the authority therein and thereby, unto us granted, as aforesaid, All Maiors, Sheriffes, Iustices of Peace, Bay liffes of Liberties, Constables, and all other his Highnesse officers and ministers, and all other his majesties loving Subiects whatsoever, to be from time to time, aiding and assisting unto the said 〈…〉 in the due execution of this service, according to his majesties pleasure in the said Letters Patents expressed. provided that the said 〈…〉 do not connive or consent to the coming in of any steel, contrary to his majesties prohibition, vpon such pain and penalties as shall be due to those that contemn his majesties prerogative, and vpon such other pain as the Patentees may by course of Law inflict vpon them.
