THe king our sovereign lord being his grace resolved and determined vpon such causes and grounds, as tendeth to the wealth of this his realm and the benefit of christendom, to accomplish such appointment as between his highnes and his good brother and perpetual ally the french king concerning their metinge beyond the sees / hath ben concluded and taken: The tender zeal and princely affection, which his majesty beareth to his most dere and welbiloued subiectes, hath stered and provoked his high wisdom to considre the due and {per}fite establishment of good order rest and quiet among his people to be preserved and maintained by due administration of iustice in his gracis absence, and to make convenient provision for the same. wherefore his highnes doth you to understand, that for the causes before specified, his grace hath by thaduice of his counsel name and appoynted certain personages of nobility, wisdom, great experience, and knowledge / who his highnes hath authorised by sufficient commission to order and direct such matters as shall chance in his gracis absence, nedyng and requiring reformation: And therfore wyllethe all and every of his subiectes, as they shall finde themself grieved, to repair unto the m / and also straightly chargeth and commandeth his said subiectes, of what estate, degree, or 〈…〉 dition so ever they be, to obey such ordres and directions, as shal be made by the said counsel with no less regard and respect, than if the same proceeded and passed directly from his graces own person.
