By the king and the queen, FOrasmuch as the king and queens majesties, haue perfect intelligence, that as well strangers resorting hither, as their highnes natural subiectes, haue now of late for their great gain and lucre, not onely used to melt the moneys and coygnes, of this realm, but also to buy and sell the same moneys, & coignes, at and for higher pyrses, and valves, then the same be ranted, valued and curraunte, by the laws, Statutes, and proclamations of this realm. Whereby great quantities of the said moneys and coygnes, hath ben, and are by dyvers persons, in secret manner, daily transported, carried and conveyed out of this realm, and great quantytie thereof melted, to the great defraudyng of their majesties Subiectes, dyminyshynge of their highness money and coygne, and to that no little impouerishyng of the realm, & more is like daily to be, unless some speedy remedy be provided in that behalf. Their majesties therefore, not only tendering the wealth of this their said realm, and their loving subiectes, of the same, but also to provide remedy herein by this their highnes proclamation, straightly charge and command that no manner of person or persons, whatsoever he or they be, do from henceforth buy or sell any maner of money or coin, of this realm, or current within the same, by what name so ever it be called, at or for any other price or value, then the same is valued, ranted, and current by the laws, statutes, or proclamations of this realm, nor melt any of the said moneys, or coygnes, vpon pain of their majesties indignation, and high displeasure. And that as well the melter as the buyer and seller of such money or coygne, shall forfeit the same money and coygne, so bought, sold, or melted, and to suffer imprisonment of his or their bodies, at their highnes will & pleasure, and further to incur such pains penalties and forfeitures, as be in such case by the laws and statutes of this realm appoynted and provided. And to thintent, that such as would go about to search and find out any of the offences aforesaid, may be the better incoraged to do the same, their majesties will and pleasure is, that whosoever shall finde out and disclose any of the said offences, or shall make seasoure of any such money, or coygne, bought sold, or melted, contrary to the tenor of this proclamation, or the laws or statutes of this realm, in that case made and provided, and the same shall lawfully and duly prove, shall haue the hole penalty and forfeiture of every such offence, given assigned or limited, by any the laws, or statutes aforesaid, which should or ought to accrue to their majesties. provided that it shalbe lawful to any person, to sell the coignes of this realm, or any other coin into any of the kings and queens majesties mints, vpon such pryses as their majesties there do give, And thoffycers there may buy the same, so to melt and coygne them to their highness use, any thing in this present Proclamation notwithstanding. And moreover their majesties, do straightly charge and command al and singular their Iustyces of peace, Mayiors, Sheryffes, bailiffs, Constables, and all other their highness officers, and ministers, to put as well this proclamation, as all such good acts, and statutes in execution, as heretofore haue ben made touching the buying and selling, and meltyng of the kings and queens majesties coygne, of this realm. given at our maner of saint james, the .xxvii. day of april.
