THERE as the queens highness is informed that dyvers and sundry evil disposed personnes shipmaysters, mariners, and sea faringe men, wholly pressed and retained to serve in her maiestyes navy of ships, presently prepared and set forth to the Seas, as well for the defence of her graces realms and dominions as also for the better annoyance and empechemente of the enemy, haue without any just cause and sufficient pasporte and licence obtained of the lord Admy rall, or vyceadmyrall of the fleet in that behalf appoynted, contrary to their duties of obedience and service, due by good subiectes, with drawn themselves from the said service, both to the great detriment of her majesties affairs, and to the evil example of other her highnes subiectes, now serving and placed already, and appoynted in the said navy. Her highness therefore myndynge that the said offenders, using and practysyng such deceit and fraud should not escape vnponished, and that also by this example of punishment, al other persons so retained or to be retained to serve on the Seas, may take sufficient admonition and warning howe to avoyde the danger of such offence, and to prevent the peril which might ensue through the lack of their duties to be by them admynistred in this behalf, doth by this her highness proclamation expressly & straightly forbid, that no person or persons hereafter, by any colour ▪ fraud, or deceit do attempt vpon pain of death, to with draw him or themselves from her graces said service, without a sufficient pasporte, signed by the hand of the lord Admyral, or of the said vyceadmyrall of the fleet, wherein he or they shalbe so appoynted to serve. And further most straightly chargeth and commandeth all Iustices of peace, Maiors, Sheryffes, Bailyffes, Constables, Hedborrowes, and al other her highness officers, many sters. and subiectes, to whom auethoritye is committed for th execution of laws, and for the good governance and order of the people, to apprehended and commit to ward every such shypmaister, mariner, or sea faring man, which at any time sithence he was pressed, or that from the time the same shal be hereafter pressed, hath or shal commit offence contrary to the tenor of this proclamation, wheresoever the same person or persons shal happen to be found, in any city, town, Borroughe, village, or other place within this her Maiestyes realm, there to remain without bail or maynepryce, until the lord Admyral being certified therof, do give order for his or their enlargement or continuance in prison as to his discretion shall seem convenient. And for asmuch as this service on the Seas shal much conduct to the furtherance of the honor, and service of the realm, which every good subject oweth to render, and to his uttermost power according to his degree and vocation, to advance and set forth. Maiors, sheriffs, and other the said officers, that they do attend to the diligent and careful execution of the premisses, as they and every of them tender her majesties favour, and will answer for the contrary at his or their extreme perils. given at greenwich the. xxix day of March.
