¶ By the queen, THe queens majesty hearing by report of some of the subiectes of her good brother the king of spain, that notwithstanding both the severity of Iustice diuers times extended by her majesty against sundry Pirates with pains of death, and also her often arming of certain vessels to the Seas, for thapprehension of such offenders: yet of late by colour of certain of the subiectes of the queen of Scottes, haunting the Seas, for to take and seize the subiectes and ships of the king of portugal: vpon pretence of certain old letters of reprisalles, diuers lewd and disordered english men, are thought to resort and accompany the said Scottyshmen vpon the Seas: Hath therfore thought meet to use diuers good means to remedy the said disorders with speed. And considering it may be, that sundry of ignorance haue both repaired to the said Scottyshmen, and received their goods, without knowledge or partaking of any their evil facts. Before her majesty will extend her force of arms or Iustice against any such: her majesty warneth them all to return with speed, either to their dwelling places, or to the next port that they may attain unto after the notice hereof, and there to give knowledge of their names & dwelling places, and of all their enterprises done either by themselves, or by such in whose company they were, whilst they were vpon the Seas. And for further proceeding against such others as will not return from that trade, but will persever therein: Her majesty meaneth, by sending of certain her ships to the Seas, to cause them to receive by force and by Iustice, such extreme punyshemente as they haue deserved, to thexample of all others. And yf any poor mariners haue ben entyced by pretences of trade of Marchaundizes, or fysshyng, to serve and accompany some lewd capitaines and masters of ships: her majesty is contented to show favour and mercy to all such persons, so as they shall plainly do their endeavour to attach the Capitaines or masters of any ship that hath committed any piracy, and to bring them to land. finally her majesty straightly chargeth and commandeth, that no maner of ship or vessel, that shal be by any colour to be suspected of piracy, or that shall not be known to be a notorious marchaunde, shalbe suffered to pass out of any port or creak, until the master, captain, or owner therof shall haue put in sureties before the Uiceadmirall, Maior, bailiffs, or other officers of the port where they shall prepare to embark, to answer to all maner of things that may be objected against such as haue or shall possess, or sail in the same ship. Other particular orders her majesty meaneth further to prescribe unto the Uiceadmirals of all coasts, for repressing and avoiding of all Pirates and rovers vpon the Seas, which her highnesse willeth to be observed of all maner her subiectes. And besides straightly chargeth all Uiceadmiralles, Maiors, Sheriffes, bailiffs, and other her officers and subiectes, to haue a diligent and careful eye to thexecution hereof, in that may touch them or any of them, as they will answer for the contrary at their uttermost peril. given at Ingatestone the .xxi. day of july, the thyrde year of the queens majesties reign.
