royal blazon or coat of arms HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ❧ A Proclamation for the Transportation of any kind of corn, grain, or Victuals for the supply of the navy, or army in the parts of France. WHereas Our navy and Army are now at, and in the Isle of Ree, under the Command of the Duke of Buckingham; And that it is fit Our Subiects and allies, serving and assisting us in Our said navy and army, should bee supplied with all provisions convenient for their relief: Wee by the advice of Our privy counsel, haue thought fit to publish and declare, and do hereby publish and declare, That it shall, and may bee lawful for all, or any Merchants, being Our own natural born Subiects, or Denizens of either of Our kingdoms of England, or Ireland, to transport, or carry any corn, grain, or Victuals, of any sorts or kinds out of either of Our said Kingdoms, unto Our Army in the said iceland of Ree, or elsewhere, or unto the town of Rochell, and not elsewhere, they first putting in good and sufficient security of known Merchants, to the Officers of Our customs, in the same Port where the same shall bee shipped to Our use, That they shall transport all such corn, grain, and Victuals, either unto the said army, or unto the said town of Rochell, and not elsewhere; And that they shall bring back to the Officers of the said Port, where such security shall be entred, within six Moneths then next following, a true Certificate of the delivery of all such corn, grain, and Victuals at one of those places, under the hand of the said Duke of Buckingham, general of Our army, or under the hand of the Duke of Soubize, or of Sir alan Apsley, Knight, Commissary general of the Victuals, or of Sir William Beecher, Knight, Secretary of the said army: And also making an entry in the Office of Our Admiralty, of every such ship. And further, Our will and pleasure is, and so Wee do hereby publish and declare, That it shall bee lawful for any Merchant of Rochell, being a Frenchman, to transport or carry in any Ship or Vessel, being either an English or French bottom, any corn, grain, or Victual, of any kind whatsoever, out of these realms of England or Ireland, or any part of them, or either of them, unto Our Army in the said iceland of Ree, or elsewhere, or to the said town of Rochell, vpon good and sufficient security, of known Merchants, English or Denizens, residing in England or Ireland respectively, first given to the Officers of the customs of that Port, where the same shall bee shipped to Our use, That they shall not transport the said corn, grain, or Victuals, or any part thereof, to any other place, then to Our army in the said iceland of Ree, or elsewhere, or to the said town of Rochell; And that they shal procure a true Certificate of the delivery or discharge of the said corn, grain, and Victuals, at, or in the said places, or one of them, under the hand of the said Duke of Buckingham, Duke of Soubize, Sir alan Apsley, and Sir William Beecher, or one of them, as aforesaid, and making an entry likewise in the Office of Our admiralty, of every such ship, as aforesaid; And this to bee done notwithstanding any Law, Proclamation, or restraint to the contrary. And Our further pleasure is, and Wee do straitly charge and command, all and every the Officers of Our customs whom it may concern, that they do duly certify all the Bonds which shall bee taken by them respectively, into Our Exchequer, within eight Moneths after the date thereof, unless in the mean time there shall bee such Certificate returned of the delivery, and discharge of the said corn, grain and Victuals, according to the tenor and true meaning of the said Bonds, and the Conditions thereof. given at Our Court at Bagshot, the eighteen day of August, in the third year of Our reign of Great britain, France and Ireland.
