royal blazon or coat of arms C R HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ❧ A Proclamation for enabling all His majesties Subiects to Trade within His several Dominions, without being further charged with customs, or other dueties, then they of that kingdom wherein they trade, ought to pay. HIs majesty affecting the general Trade and Commerce of all Nations under His government, of whom he hath equal care and charge, and intending as His dearest Father of happy memory deceased by several Warrants and Letters Patents declared; That His Subiects of His several kingdoms might at equal charge trade the one in the others, Doth signify and declare unto all those whom it doth or shall concern, That His royal will and pleasure is, and doth expressly command, That no more greater or other customs, Subsidies, Butlerage, Prisage, Tonnage and Poundage, Impositions, Dueties, payments, or sums of money, Fees for Entries, or other Fees or rewards whatsoever, shall at any time hereafter bee taken, received, exacted, required, challenged, or demanded by any His Officers, or Subiects of England or Ireland, of any Scottish-man, or Scottish men, or any other person or persons born within His realm of Scotland, for, or in respect of their country or Nation, or for that any of them bee not natural born Subiects of His realm of England, or for, or in respect of any the Ships, Pinnaces, barks, Boats or Vessels of any such scottishmen or Scottishmen, coming, arriving, or remaining within any Port or Ports, haven or havens, or other Creeke or place, creeks or places, within His said realms of England and Ireland, or either of them, or the Dominions of them or either of them, for exercise of Trade of merchandise, or for, or in respect of any Goods, wears or merchandises, or Commodities whatsoever, by any such scottishmen or Scottishmen imported or brought in, or exported or carried out of the same kingdoms, or either of them, Then onely such, and the same which are, and lawfully ought to bee taken, required and had of the natural born Subiects of England, and the natural born Subiects of Ireland, and their Ships severally and respectively in the like cases, and for the like respects. And likewise it is His majesties further pleasure; That no greater or other customs, Subsidies, Butlerage, prisage, tonnage, poundage, imposts, impositions, duties, payments, or sums of money, fees for entries, or other fees, or rewards whatsoever shall at any time hereafter be taken, received, exacted, required, challenged, or demanded, by any His Officers, or Subiects of Scotland, of any Englishman, or irishmen, or any others born within England, or Ireland, or the Dominions thereof, for, or in respect of their persons, country, or nation, or for that any of them bee not natural born Subiects of His realm of Scotland, for exercise or trade of merchandise, or for, or in respect of any goods, wears, or merchandises imported, or brought into Scotland, or exported, and carried out from thence, then such and the same which are and lawfully ought to be taken, required, and had of the natural born Subiects of Scotland severally and respectively in the like cases, and for the like respects; Any former Law, custom, Ordinance, usage, provision, or other matter, or thing whatsoever, to the contrary notwithstanding. Willing and straightly charging and commanding all His majesties Officers, Ministers, and Subiects whatsoever, as well within England and Ireland, as within His realm of Scotland, to whom it appertaineth, That they and every of them, take full notice and understanding of this His majesties royal pleasure and commandement; And to see the same duly observed in all things, according to the tenor and true meaning of the same, vpon pain of His majesties heavy indignation and displeasure, and of such punishment and Penalties, as by His majesties laws and Statutes, can or may bee inflicted or imposed vpon wilful contemners of His majesties Commandement, and prerogative royal. nevertheless, His majesties royal intent and meaning is, And he doth hereby signify and declare, That all and every His Subiects of any His said realms and Dominions, shall bee subject to such Forfeitures and Penalties, in Case of detaining of custom, or other Dueties, and colouring Strangers goods, or otherwise in like manner, as His Subiects of any His said realms and Dominions respectively, are by the laws and Statutes of any His said realms, or by His majesties prerogative royal shall be liable unto. given at the Court at His majesties Palace of White-hall, the twentieth day of February, in the seventh year of the reign of our sovereign Lord, CHARLES, by the grace of God, King of England, Scotland, France, and Ireland, Defender of the Faith, &c.
