royal blazon or coat of arms HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ¶ A Proclamation prohibiting the Importation of purls, Cutworkes, and Bonelaces, made in foreign Parts, and for the Sealing of such as are made within the realm of England and Dominion of Wales. WHereas Wee haue been informed by the humble Petitions of a great number of Our Subiects, makers of purls. Cutworks, and Bonelaces, residing in or near Our City of London, and in sundry other Counties of this realm, that by reason of the frequent Importation of those Manufactures from foreign parts beyond the Seas, they were deprived of employment in that Trade, whereunto they had served and been brought up, and whereby they formerly maintained themselves and families, and were thereby now brought to great want and necessity; And for remedy thereof did humbly sue for Our royal favour to restrain the Importation of those Commodities from foreign parts, and to appoint an Officer for Sealing of such as should be made within this Our Realm of England, or Dominion of Wales, whereby the foreign might bee the better discovered: We having taken the premises into consideration, and willing to provide for the employment of Our own Subiects, haue thought fit by Letters Patents under Our great seal, to appoint an Officer to mark or seal all Manufactures of that kind that shall be here made, and to seize to Our use all foreign, that shall hereafter be imported and put to sale in this realm, contrary to Our pleasure herein declared. And therefore for the effecting of the premises, Wee do hereby make known Our royal Will and Pleasure to be, and do straightly Charge and Command, That no person or persons whatsoever, shall hereafter Import, convey, or bring into this Our realm of England, or Dominion of Wales, from foreign Parts beyond the Seas, any manner of purls, Cutworkes, or Bouelaces, or any Commodities laced or edged therewith, to be here sold or put to sale, vpon pain of the forfeiture of the same to be seized and taken to Our use. And the better to find out such foreign purls, Cutworkes and Bonelaces, as shall be hereafter secretly brought into this realm, and put to sale to the prejudice of Our own people that make the like; We do hereby require, as well all and every Our Subiects, makers of the said purls, Cutworkes, and Bonelaces, as the sellers and retailers of the same; That they or any of them, do not hereafter buy, sell, or put to sale any of the said Manufactures, before the same shall be duly sealed or marked by Our well-beloved subject Thomas Smith gentleman, or his deputies, whom we ha●e thereunto appointed, vpon pain of Our high displeasure, and such Penalties as by the laws or Statutes of this realm, or otherwise, may be inflicted on them, as contemners of Our royal Commandement therein. And in recompense of the attendance of the said Officer, and his deputies in the premises, We haue Assigned, and granted him the Fee mentioned in Our said Letters Patents: And to the end that the Sealing of the said purls, Cutworkes, and Bonelaces so made within this realm, may be done with ease to Our Subiects, We haue authorised the said Thomas Smith, to appoint deputies in all such Market towns and other places of this Our realm, as he shall think meet for the Sealing thereof: unto whom We do hereby appoint, that the seals by him, or them affixed on the said Manufactures, shall be duly returned again after the Sale thereof, that so all deceits in making use of those sealings for other of the like Manufactures, may be the better avoided: And We will that none other shall seal, or presume to counterfeit the marking, or sealing of the same. And further, for the discovery of the fraudes that may be practised in the premises, We do hereby will and require, that all Shopkeepers, now using the trade of buying and selling of purls, Cutworkes, and Bonelaces, or other commodities laced, or Edged therewith, shall produce and permit all such of the said Manufactures either foreign, or home-made as they are now possessed of, to be Sealed by the said Thomas Smith, or his deputies as afore said, who is forthwith to seal the same at the Owners Shops, without any fee to be payed in that behalf. And Our will and pleasure is, that all such buyers, or gatherers of the said Manufactures, as usually bring up the same to Our city of London, or places adjoining, to utter and sell there, shall bring the said purls, Cutworkes, and Bonelaces to a house next adjoining to the sign of the Red-Hart in Forestreete without Cripple-Gate in London, where the said Thomas Smith, or his deputy, is to attend the sealing of the same, before it be uttered or put to sale, vpon pain of Our heavy Indignation, and such punishments and penalties, as shall, or may be inflicted, for the contempt, or neglect of Our will and Commandement in that behalf. And for the better executing of the premises, We haue authorised the said Thomas Smith, and his deputies with the assistance of a Constable, or other lawful Officer, to enter into any Houses, Shops, rooms, or places within this Our realm, and Dominion of Wales, to search for, and find out, as well all such foreign purls, Cutworkes, and Bonelaces, as shall be Imported and put to sale contrary to Our pleasure herein declared, as all such Manufactures of that kind, as shall be here made and put to sale, before the same be duly Sealed, and the same to seize, and take to Our use. Lastly, We do hereby require and Command all Iustices of Peace, Maiors, Sheriffes, bailiffs, Constables, Headbouroughs, and all other Our Officers and Ministers whom it may any way concern, to be from time to time vpon request made in that behalf, aiding and assisting to the said Thomas Smith, and his deputies in the accomplishment, and execution of Our royal will and Commandement in the premises, and this shall be their warrant in that behalf. Given at Our Honour of Hampton Court the thirtieth day of September, in the eleventh year of Our reign.
