ORdered by the Commons assembled in Parliament, That no Master or Commander of any Ship, shall be permitted to Pass or Transport any Seamen or Mariners, until he shall deliver unto the Captain of the Fort of West-Tilbury a note of their Names, and shall give security that they shall not act against the Parliament. ORdered by the Commons assembled in Parliament, That no Pass or Licence whatsoever shall be granted to any person or persons to go beyond the Seas, until such person or persons shall have first given an engagement under his or their hands to such person as shall grant the said Pass, that he or they shall not at any time hereafter engage, act, be aiding, assisting, advising, or councelling against this Commonwealth; and that no such Pass shall be granted to any person to take shipping for their Transportation but at a public Port, and at a public Passage.
