INSTRUCTIONS Declaring how and in what manner the Subjects may be furnished with Gun-Powder.  
WHereas there were two Proclamations formerly published in this Kingdom, the one in the year 1625. and the other in the year 1635. declaring in what manner all His Majesties dutiful Subjects, according to their Qualities and Occasions, should from time to time be furinshed with fitting proportions of Powder out of His Majesties Stores, paying ready money for the same; It is now resolved, That all His Majesties Stores throughout the Kingdom be furnished with such and the like proportions of Powder as in the year 1635. they were, that thereot then Subjects may be competently furnished.  
The Clerk of every Store is to attend at the Store every day constantly from nine till eleven of the Clock in the fore-noon, to be there in readiness to issue Powder to such as shall be licensed to buy, which is to be issued at twenty pence English per pound.  
One in every County of good Iudgement and Experience, whose Names are hereafter expressed, is hereby authorised to licence according to these Instructions, the persons so trusted to licence taking care that none be licensed to have at one time greater quantities of Powder, than may be competent to serve him for half a year.  
That every Licence to be granted by such person so authorised thereunto, shall be granted to the party during pleasure, but not to be recalled unless the party licensed misdemean himself so as he may be justly made uncapable of that favour, or unless the party licensing find good and sufficient cause to recall his Licence.  
That the party licensed shall pay to his Clerk, that gives the Licence, six pence English, for his pains in writing it, and no more to be paid to him or any other, as any Fee or Reward for the said Licence.  
That the person licensed shall cause his Licence to be entered with the Clerk of the Store, where he expects to be supplied, and deliver and cause to be entered with the said Clerk of the Stores, the Names of the Fowlers, that such person to be so licensed intends to employ, not exceeding three for a Nobleman, two for a Knight, and one for a Gentleman; and none to be admitted to employ a Fowler, that hath not two hundred pounds English a year; for making which Entry, the Clerk of the Store shall take onely six pence English and no more: and when and as often as any person so to be licensed, shall alter the Names of the Fowlers he intends to employ, that then and in such case the Clerk of the Store for entering that Alteration shall have two pence English, and no more.  
That Owners of Ships, for their needful provisions at Sea have Licences from such as are hereby authorised to grant the same; yet with this Caution to the persons licensing, That if there be any Captain or Captains of any of His Majesties Horse-Troops or Foot-Bands, residing or Garrisoned where such Licence shall be desired, that in such case the person licensing shall therein advice with the eldest Captain so resident, and that being done, to grant his Licence by advice of the said Captain, and where no such Captain resides or is Garrisoned, there to advice with two or three of the ablest and most substantial Inhabitants, and with their advice to grant his Licence.  
That Cities and Corporate Towns shall be allowed such quantities of Powder for their ordinary Musters and Recreations on such days as they have been accustomend, as any Captain of any of His Majesties Horse-Troops or Foot-Bands residing or Garrisoned in such City or Corporate Town shall think fit, by Writing under his Hand to be kept by the Clerk of the Store; And in case where there is no such Captain residing or Garrisoned, there such Allowance to be given as the Mayor and Recorder shall think fit, by like Writing under their Hands to be kept by the Clerk of the Store.  
That such Free-Holders and Farmers be licensed to buy such reasonable quantity of Powder to be used by Themselves onely, and not by their Servants, as the Party trusted for licensing them shall think fit.  
That in every Licence to be granted there be a Clause inserted, enjoining and Authorizing the Party licensed, to apprehended all such as he finds using Powder, not being licensed thereunto, and to convey them to the next Iustice of Peace, who is to proceed with them according to the Proclamation.  
And to the end those who dwell remote from the Stores may be furnished with Powder for their Recreations, or other necessary O●casions, without the trouble or charge of going so far as to the Stores, every Captain of the Army, not residing near any Store, may have two Barrels of Powder put into his hands by the Master of the Ordinance, and the Captain to issue it to those who shall be licensed to buy it, and to be answerable for the same to the Master of the Ordinance, half-yearly. And the Captain's Officer or Servant to be employed in issuing the said Powder, to be allowed a penny in the pound for issuing it, which the Master of the Ordinance is to allow in his account, as also to allow the Captain thereout his Watch Powder, and as the said two barrels of powder shall be spent from time to time, upon notice thereof a new supply is to be sent thither out of the next Store, to be issued as aforesaid.  
That the Clerks of the Stores keep an exact Entry in a Book of the Names & Qualities of all those that buy, and the quantities bought, added to each mans Name, and the time within which he bought it, and return it half-yearly to the Master of the Ordinance.  
That no Fowler or other person be admitted to use a Piece, unless he first comform himself to English Habit and Language, and be a known Protestant.  
Provinces and Counties. Stores. The persons authorised to grant Licences. The Province of Leinster, to be furnished out of the Stores of 

Dublin.  
Duncannon.   The Master of the Ordinance.  
And although the Master of the Ordinance be authorised to grant Licences throughout Leinster, yet for the more conveniency of the Subjects, the persons under-named are appointed also to give Licences in such Counties of Leinster as are here expressed, and those Counties to be furnished out of the Stores above-mentioned, Viz. Provinces and Counties. Stores. The persons authorised to grant Licences. Kings County   Sir Robert Forth Knight. Queens County   

Col. Thomas Pigot Master of the Wards, or in his absence,

the Vice-Presid. for the time being, and such other person in every county of the said Province, as the said L. President or Vice-Presid. for the time being, shall appoint.   The Province of Munster and County of clear to be furnished out of the Stores of 

Corck.  
Limerick.  
Duncannon.   

The Lord President of Munster, or in his absence,  
the Vice-President for the time being, and such other person in every County of the said Province as the said Lord President or Vice-President for the time being, shall appoint.   The County of Down to be furnished from the Stores of 

Carrigfergus and  
Newry,
