James R. FOr the better Regulating the Musters of Our Forces within Our Pay and Entertainment, We have thought fit, and do hereby Declare Our Royal Will and Pleasure, That you and all others whom it may concern, duly observe and execute Our Orders and Directions following. FIrst, That the several Regiments, Troops, and Companies within Our Pay and Entertainment, be Mustered Twelve times in one year at the least, and Muster-Rolls made up and closed at each of the said Musters, in Order to the Pay of Our Forces, Viz. On the First days of January, March, May, July, September and November; As likewise once more within the time of each of the said respective Musters, at your discretion, and at all such other times as you shall think fit; Of all which Musters you are not to give notice till late in the Evening before, which you are to do to the Governor or Officer in Chief in the respective Quarters and Garrisons, and to the Chief Officer of each Regiment, Troop or Company( Our Guards and other Forces Quartered in London only excepted, to whom Notice is to be given Twenty four hours before) and upon such Notice of any Muster intended to be made, the Captain of each Troop and Company is to deliver Three Lists or Rolls unto you Alphabetically written, of the Officers and Soldiers under his Command; One of which is to be for the Pay-Master General of Our Forces, and another for your use; As also a Third for himself as Captain of such Troop of Company; And that he do in like manner deliver a Fourth List unto you, if in Garrison, for the Governor or Commander in Chief: Two of which are to be Signed by Two Commission Officers at the least, and by the Governor or Commander in Chief and Town-Major of such Garrison; The Governors List by Two Commission Officers, the Town-Major and yourself; and the Captains List by you only: And Our Governors and Commanders in Chief and Town-Majors of Our respective Garrisons are hereby Required, upon such Notice given, to be always present at the Musters, that they may acquaint you with any fault they may find; and upon the Musters so to be made, they are to Sign the Rolls aforementioned, and become accountable for the same to the best of their knowledge. II. That none be Mustered whose Arms are not well fixed, and who are not completely Armed; viz. Each Gentleman of the Four Troops of Our Horse Guards to have a good broad Sword, a Case of Pistols, the Barrels whereof not to be under Fourteen Inches in length, and a short Carabine, the Barrels whereof to be Two Foot seven Inches in length. The Four Troops of Horse Granadiers to have a long Carabine Strap't, the Barrels to be Three Foot two Inches in length; a good Sword a Case of Pistols between Thirteen and Fourteen Inches long in the Barrel; Cartouch Boxes, Buckets, Bionets and Granado Pouches. The Regiments of Horse to have short Carabines of two Foot seven Inches in length in the Barrel; a good Sword and a Case of Pistols, of betweén thirteén and fourteén Inches length in the Barrel. The musketeers of Our Regiments of Foot Guards to have Snaphance muskets with bright Barrels, of threé Foot eight Inches long the Barrel, with good Swords, Bandiliers and Bionets; And the Pikemen( as also the Pikemen of all other Regiments) is have Pikes sixteén Foot long with good Swords. The musketeers of all other Our Regiments of Foot( except Our Regiment of Fusiliers, the Granadiers and the Company of Miners) to have Match-Lock and Snaphance muskets, the Barrels whereof to be threé Foot six Inches long, good Swords and Bandiliers. Our Royal Regiment of Fusiliers to have Snaphance muskets, Strap't, with bright Barrels of threé Foot eight Inches long, with good Swords, Cartouch Boxes and Bionets. All the Foot Granadiers of Our Army both Regimented and Non-Regimented to have long Carabines Strap't, the Barrels whereof to be threé Foot two Inches long; Cartouch Boxes, Bionets, Granado Pouches and Hammer Hatchets. The Company of Miners to have long Carabines, Strap't, the Barrels to be threé Foot two Inches in length, Cartouch Boxes, Bionets extraordinary, Hammer Hatchets. The Dragoons to have Snaphance muskets, Strap't, with bright Barrels, of threé Foot eight Inches long; Cartouch Boxes, Bionets, Granado Pouches, Buckets and Hammer Hatchets. III. That none be allowed upon the Musters, who by loss of Limb or otherwise are unable or unfit for Service, except by Order from Vs. IV. That if any Soldier shall appear at the Musters defective in clothes, Arms, or Horse, or any Accoutrements, you shall respite the Pay of such Soldier till he be put into a Condition of Service; And if any borrow Arms of another to Pass Muster, the Lender, if a Soldier, shall forfeit the value of his Arms, and the Borrower shall be severely punished: And if any Soldier shall sell or pawn his Arms, or spoil or break them, except upon actual Service, he shall be punished, and forfeit so much of his Pay as will buy Arms of the like value. And if you do not think any Soldiers fit for Service, or have any other Exceptions against them, you are forthwith to suspend them until the Governor or Commander in Chief shall be acquainted therewith. V. That no Commission Officers be Mustered but such as are Commissioned by us, Except the Quarter-Masters of Our several Regiments of Horse and Dragoons. VI. That you do not Muster any more Servants then are allowed of by us, viz For the Captains of Our Horse Guards four Servants each; For the Lieutenants and Cornets of the said Troops two Servants each; For the Quarter-Master one Servant; For the Brigadiers of each Troop one Servant amongst them; For the Lieutenants of the Horse Granadiers two Servants each and no more; For the Colonels of Our several Regiments of Horse and Dragoons, six Servants, as Colonels and Captains; For the Captains of such Regiments three Servants each; For the Lieutenants and Cornets two Servants each; And for the Quarter-Masters one Servant in their respective Troops. For the Colonels of Foot, as Colonels and Captains, six Servants each; For the Captains of Foot three Servants each; For the Lieutenants and Ensigns one Servant in their respective Companies; And the Quarter-Master one Servant and no more: Which Servants are not to appear in the Ranks, but to be produced Effective Men, and placed upon the Rolls as Servants to the respective. Officers abovementioned. And for the better Distribution of such Servants within the several Troops and Companies of each Regiment, Our Pleasure is, That one of the six Servants allowed unto the Colonel be Mustered within his respective Troop or Company, and the five other Servants one within each of the five youngest Troops or Companies of that Regiment. And no Officer shall present any Servants whatsoever, in the Ranks at any time whatsoever, upon the Penalty of false Musters. VII. That none be allowed upon the Musters that are not present, except in Case of Sickness, or by Permission from us, or the Officer in Chief Commanding Our respective Troops or Companies, by Writing under Our or their Hands: And the Pass or Licence so granted shall be Entred with you; And if granted by an Officer, is not to exceéd the space of two Months at any one time; And every Officer and Soldier staying longer then his Pass, shall be Respited; And such respite not taken off without an Order under Our Sign Manual. And Our Pleasure is, That no more then five Gentlemen of Our Troops of Horse Guards, be allowed in any Case as absent by Leave at any one time; And no more then two Soldiers in any other Troop or Company in Our Service: And if any Officer or Soldier shall be absent by Reason of Sickness, you shall not allow them upon the Musters without a Certificate thereof from the mayor or Ayd-Major, and Chirurgeon of the Troops and Regiments or Garrison to which the said Officer or Soldier does belong;( and for Our Non-Regimented Companies, from the Commander in Chief upon the Place) And if the said mayor, Ayd-Major or Chirurgeon shall give a false Certificate, or any other then of their own Knowledge, the Person so Certifying shall be Cashiered. VIII. That none presume to offer themselves to be Mustered by a Counterfeit Name or surname; In which Case you are to make Complaint thereof unto us, that the Officer privy thereunto may be Cashiered. And all such as do appear in the Ranks by a Counterfeit Name or otherwise to deceive you, shall be immediately whipped by Order of the Officer in Chief upon the Place, by such as the said Officer shall appoint; And you are upon Discovery thereof to confiscate to Our use the Coats, Belts, and other Accoutrements of such as shall so present themselves in the Ranks. And We do hereby give you full Power forthwith to suspend such Captains or Officers as shall be privy thereunto, from their Command and Pay, who are not to be restored without Our Order under Our Sign Manual. IX. That no House-keéper or Inhabitant within any of Our Garrisons be Mustered or continued within Our Pay as Private Soldiers; nor shall any Shopkeéper be Listed hereafter within Our Guards of Horse or Foot; nor shall you allow upon the Musters any sergeant, Corporal, or Private Soldier that keéps any public House for selling of Drink, or any House of public Entertainment. X. That no Officer or Soldier be allowed upon the Musters, who does not diligently ▪ and constantly attend his Duty; and no Officer shall presume upon Pain of being Cashiered to Muster any others, then such as are able and fit for Service, and who constantly attend their Duty; nor shall any Officer suffer any one to do Duty, or to March for Hire, or otherwise in any Troop or Company that is not Mustered or Listed in the same Regiment, Or take Money to List a Soldier, upon Pain of being Cashiered. XI. That no Person be entertained upon the Musters that shall not give a good account of himself, and produce a Discharge from his last Officer, if he hath formerly been in any Military Service. XII. That within the Muster-Rolls of Our Forces ▪ particular notice be taken of every new Soldier entertained that Muster, and of all such as are dead, discharged, or run away since the preceding Muster; Of all which Muster-Rolls an Abstract is to be presented unto us as soon as may be before the succeéding Muster. XIII. That all Soldiers taken Prisoners, shall upon due Proof be allowed upon the Musters during their Imprisonment. XIV. That if a Lieutenant, Cornet or Ensign shall discover and prove that his Captain hath made a false Muster, he shall receive such Reward as he shall appear unto us to deserve, and the Captain be Cashiered; And a sergeant or Corporal discovering and making Proof of false Musters, shall have Fifty pounds; and any other Person forty pounds, and have his Discharge, if being a Soldier he shall desire it; Provided such Impeachment or Discovery of false Musters be made upon the Place, or within Two Months from the time of the false Muster; But if the Accusation be found false, such Officer shall be Cashiered, and such Soldier punished in such manner as a Court marshal shall direct. XV. And whereas We have been Informed of great Abuses committed in the Musters upon the Account of Rewards and Gratifications received by several of the Deputy Commissaries; And having for the Prevention thereof, and the better enabling them to perform their respective Duties, increased their Salaries and Allowances, We do hereby Declare Our Will and Pleasure, That if any Muster-Masters do hereafter demand or receive any Money or Gratuity whatsoever from any Officer of Our Forces, at or before the Closing of the Rolls, or upon the Account of any Musters, the Officers giving, and the Muster-Masters demanding or receiving such Gratuity, shall be immediately Cashiered. Lastly, Our Will and Pleasure is, That all former Rules and Orders for Regulation of the Musters do henceforth become voided; And all Officers and Soldiers not duly observing these Our Orders and Instructions, and every of them respectively, shall be severely punished according to the Quality of the Offence; And the Officers in Chief of Our several Regiments, Troops and Companies are forthwith to cause the same to be red and Published at the Head of each Regiment, Troop and Company, that no Person may pretend Ignorance thereof.
