TO The supreme Authority of the NATION, The Parliament of the Commonwealth of England. The Humble Petition of Bledry Morgan, Gent. Humbly Sheweth, THat your Petitioner out of the great sense of the suffering of himself, and many of the Inhabitants of South-Wales by the Greatness and Potency of Col. Philip Jones, and the Oppressions used and practised by the said Colonel, and his adherents in those Parts, do Cry for public Justice, being so heinous and grievous, that your Petitioner and others oppressed, have no way to be relieved herein, but by Your Honours Justice. Wherefore your Petitioner in the behalf of himself and others oppressed, humbly presents the Annexed to this Honourable Parliament; And humbly prayeth, That such effectual proceeding may be had thereupon, whereby the Grievances complained of may be redressed, your Petitioner and the rest relieved, and the Offender Exemplarily punished, as to yoar Grave Wisdoms shall seem meet. Articles of Transcendent Crimes, Injuries, Misdemeanours, Oppressions, and High Breach of Trust, committed by Col. Philip Jones; Exhibited by Mr. Bledry Morgan, and red in Parliament the 18, of May, 1659. I. THat the said Col. Philip Jones, for about Ten Years last past, appeared the chief & only man to recommend and bring in persons to all places of Authority, Prosit, or Trust, Ecclesiastical, Military, or Civil, in South-Wales; being a privy counsellor to the late Protector, for about five years last past, and had the chief Governance and Superintendency of all public affairs in South-Wales, under the said Protector; who, contrary to the several Ordinances and Acts of this Parliament, for making of Delinquents uncapable to bear Offices, recommended, nominated, and brought into Authority there, divers notorious Cavaliers in Arms, Compounded Delinquents, and other disaffected persons; A List of divers of whose Names is hereunto annexed. II. That the said Col. Philip Jones caused to be put out of Authority, and discountenanced divers honest, godly, welleffected persons to the public Cause and Interest of the Nation, upon private accounts, and for some Sinisterends; particularly, Captain Richard Castles, Edward Rumsey Esq; Thomas Morgan Esq; and divers others; and also discountenanced and suppressed divers Complaints against Malignants, Irish Papist, Scandalous, and Blasphemous Persons in Authority; particularly, on the Complaint of Capt. Richard Castles. III. That the said Col. Philip Jones procured an Order from the late Protector, to stay prosecution against Henry Vaughan Esq; called Sir Henry Vaughan, at Worcester house, and afterwards procured him a Pardon from the late Protector; he the said Henry Vaughan being excepted from Pardon by several Acts of Parliament, and one of the Grand Delinquents of south-wales. The Malignants and Delinquents being sensible of his Friendship declared a Resolution to protect his Person and Estate, if Charles Stuart and his party should prevail. And the said Sir Henry Vaughan did allow 60 li. per annum, our of the sequestered tithes of Pembrey, to Jane, Wife of William John, David Griffith, & Sister to the said Col. Jones, and a horse worth 20 li. upon the said Col. Philip Jones, in lieu of his Courtesies aforesaid. IV. That the said Philip Jones did by himself, and his Officers and Souldiers, force divers well affencted persons to pay several Sums of Money towards the 25000 li. Mulct, imposed on South-wales, by the Act of the 22. of February, 1648. contrary to the tenor of the said Act; particularly, Edward Rumsey Esquire, Captain Seis, and divers others; and spared one Walter Lloid, a person excepted in the said Act; Declaring, that another Walter Lloid was thereby meant; which he did, in consideration of the said Walter Lloid's assistance, in getting into his custody the Deeds, Evidences, and Writings, of Rees Lloid: The possession of whose Lands, the said Col. Philip Jones indirectly gained for his Mother in Law Elizabeth Price, and ever since detained by the practise a foresaid the possession therof, being of the value of 80 li. per annum. V. That the said Philip Jones, by himself, his Officers and Souldiers, and others by him Commissionated, did, during most of the time aforesaid, in an Arbitrary and Illegal manner, levy and force the payment of several Sums of Money, and took Free Quarter from the Inhabitants of south-wales, and County of Monmouth. VI. That the said Col. Philip Jones, by himself, and his Officers and Souldiers, did in like arbitrary and illegal manner, assault and wrong fully imprison, divers of the Inhabitants well-affected of those parts, and kept them in his Garrison of Cardiff, and elsewhere, without any Charge or Legal Trial or proceedings against them, until some of them were discharged by Order of his superiors, and others discharged at his own will and pleasure; particularly, Richard Jones, Thomas Lloyd, Morgan Lloyd, Morgan Jenkins, William Williams, Thomas Williams, Thomas Bowen, Thomas Lewis, own Price, and others. VII. That the said Col. Philip Jones, by his Officers and Souldiers, and by his direction and appointment, did by Menacies, Fraud, and Force, wrongfully and unwarrantably take away the Possessions, Deeds, Evidencies, and Estates, Real and Personal, of divers of the Inhabitants of south-wales, and kept and disposed the same at his own Arbitrary will and pleasure, whereby many Families are ruined by his Oppression; and also bought several Broken Titles( pendente light) thereby to discountenance and oppress the true and Legal Owners by his potency; as particularly, in the Cases of Rees Lloyd, Elizabeth Griffith, Christopher Baker, Doctor Nicholas chapel, John Harris, Mrs. Lougher, own David, William Lloyd of Parland, John Walter, George dowl, Philip Bynon, Edward Maunsel, Elizabeth Maunsel, Rob. Vaughan, Thomas Lloyd, Hugh Hughes, George Lucas, David Morgan, matthew William, Lewis Morgan, and Margaret his Wife, and others. VIII. That the said Col. Philip Jones hath written Letters to Magistrates, to pervert Justice, and sided and countenanced Causes depending in Courts of Justice, as well Criminal as Civil; particularly, in the Cases of David Morgan, Thomas Roberts, Lewes Morgan, Morgan Vaughan, Lewelyn Rogers, George dowl, Thomas Lloyd, Nathaniel Hancock, John Gunter, and others, which he practised since he became a privy counsellor to the late Protector. IX. That the said Col. Philip Jones hath countenanced and protected, and procured to be unduly and illegally enlarged, divers Murtherers and Perjurers; particularly concerning the murdering of Roger Price of the County of Brecon, Edward Gamadge of the County of Glamorgan, Thomas Games, convicted of perjury, and others. X. That the said Col. Philip Jones, by himself, his Officers and Souldiers, did threaten several counsellors, attorneys, and solicitors, for dealing in particular Causes, Civil and Criminal; particularly Edward Freeman Esq; Thomas Arden Esq; Robert Stratford Gent, John Gunter Gent. and others, tending to the obstructing of the due Course of Justice. XI. That the said Col. Philip Jones hath unduly and for sinister ends, procured several Pardons from the late Protector, for several Felonies; particularly, in the Case of William Morgan, and others; And likewise procured a pardon from the said Protector, for several Fines imposed on Meredith Lewes Esq; and drawn down in Charge to the great Roll of the Pipe in the Exchequer, amounting to 200 li. for Contemning the same Court, to the lessening and diminishing of the public Casual Revenue, to the obstruction of justice, and encouragement of like offenders. XII. That the said Col. Philip Jones proeured to be Enlarged several persons Imprisoned for defrauding the public Revenues, particularly Thomas Games; who as Treasurer defrauded the County of Brecon of 588 l. odd money; John Lewes, who being Treasurer for the County of Carmarthen, defrauded the same County of 800 l. with which sums of Moneys the said respective Counties were doubly Charged, and forced to pay the same: The said John Lewes and Thomas Games averring, That the said Col. Philip Jones had received most of the said moneys. XIII. That the said Col. Philip Jones as Privy counsellor and otherwise, did falsify and violate the Trust in him reposed, more particularly, That the said Col. Philip Jones being the chief person entrusted by this Parliament in the Act of the 23. of February, 1649, with the Receiving of the ecclesiastical Revenue in South-Wales and County of Monmouth, sequestered, or Sequestrable, estimated to be 20000 l. per annum, received for 9. years last past, did use all possible means to Obstruct a due account thereof, and Imprisoned, Displaced, and Discountenanced divers well-affected persons, who petitioned for, and desired an Account of the Revenue might be made. And at last being a Privy-Councellour, intending for ever to smother those accounts, procured an Ordinance of the late Protector, and his council, of the 29th of August, 1654. to Commissioners of his own Nomination; five whereof in a Clandestine manner take the Account of seven Counties at Swanzey and Neath in one day, on the Credits of the accountants, and gave them discharges; which Ordinance was in the next Assembly Confirmed, at the Instance of the said Colonel and other accountants. That the said Col. Philip Jones having for several years Acted as one of the Committees of Glamorgan, and as one of the Committees of the Association of South-Wales and Gloucester, and himself, his Friends and Relations liable to a just account for the sequestered Estates there; And finding Roger Havard, Esq; John Gunter, and William Thomas, Sub-Commissioners of Sequestration in the County of Brecon, to be diligent in the examining of the Arrears of that Revenue unaccompted for, he did procure them to be Removed, Notwithstanding they had doubly Advanced that Revenue there, obstructed the issuing forth the Commissions to other well-affected and faithful persons in other Counties; and instead thereof, Recommended others of his Friends and Relations to be Commissioners; and amongst them, such as bore Arms for the late King against the Parliament: By which means, a due account of that Revenue is not to this day rendered. And also the said Col. Philip Jones hath been unfaithful in the Trust reposed in him as one of the Surveyors of the Poor Knights of Windsor, particularly in the Lease of the tithes of Abergivilly, worth 300 l. per annum granted to John Price the said Colonel Jones's Brother in Law, for 150 l. being 100 l. less then the Parishioners by Mr. David Morgans offered for the same. XIV. That the said Col. Philip Jones by himself, his Officers, and Souldiers, seized upon one Ship in the year 1649, cast upon the cost of Glamorganshire, being richly laden with Plate, Jewels, and other rich Commodities valued at 20000. at loast, and converted the same to his Own Use, and no due account thereof given to the Common wealth; and also disposed of the led that covered the Cathedrall of St. Davids, valued at 300 l. to his Own Use. All which tendeth to the great defrauding of the Common-wealth, and against the great Trust reposed in the said Col. Jones. XV. That the said Colonel Philip Jones, contrary to the Trust reposed in him, hath corruptly received and taken divers rewards, bribes, and gratuities; particularly of the Portugal Merchants, and of divers others several other great sums. XVI. That the said Col. Philip Jones having procured to be commissionated divers Malignants, Delinquents, & other disaffected persons in South-Wales, as Sheriffs, Justices, Commissioners of the Monthly-Assessments, &c. who in respect of their guilt and incapacity, are ready to obey the arbitrary will and pleasure of the said Colonel. That the said Colonel hath, by his Letters and private Instructions, monopolised & engrossed to himself the sole nomination and recommendation of Members to serve in the several Assemblies held for six years last past, and deprived the Inhabitants of their just Rights and Freedoms of Elections: which Malignants, with the assistance of the Souldiers there under the command of the said Colonel, have committed divers assaults and insolences against the free Electors, to the great disturbance of the public peace. XVII. That the said Col. Philip Jones having procured several Military Commands under the Parliament, refused, neglected, and waved all personal Advantages to resist or destroy the Enemy, and upon all occasions Deported himself very Cowardly, particularly at Cardiff, Ely Bridge, St. Fagons, and on the Late Invasion of charles Stuart, contrary to the Honour and Duty of a soldier, and the great trust in him reposed; and contrary to good Conscience, to Receive pay for those Services that his Courage or Fidelity durst never Attempt. Though few or none of those that spent their blood and time in asserting the public Cause of the Nation, can show the like Improvement of Estate, having in or about 10 years time, brought 8 l. per annum, to about 5000 l. per annum. He the said Philip Jones having no Trade to Increase his fortune, nor any visible lawful honest means to accomplish the same, saving the 1000 l. per annum Stipend as a Privy counsellor; which he did yearly expend with an over-plus in the support of himself and his Family, who lived at Excessive high Rates. XVIII. That the said Col. Philip Jones had for about 10 years last past by himself and his Agents, the Custody of the Original Seals of Glamorgan, Brecon, and Radnor, and receiving of the Prie-Fines and Post-Fines, being worth 300 l. a year; and granted by the late King to the Earl of Carbery, a Delinquent; who by reason of his Delinquency, had forfeited the same, and uncapable to bear Offices. But the said Colonel, to defeat and defraud the State of the same, Combined and Concluded with the said Earl of Carbery, for the Interest of the said Earl to the said 3. Counties: And the other 3. Counties of Pembroke, Carmarthen, and Cardigan, granted in the same Grant to the said Earl, The said Earl, by the Protection of the said Colonel by his Farmers & Agents, enjoys the same quietly; upon which patent, the Rent of about 140 l. per annum is reserved; And nothing Answered this 10 years and upwards to the State; which amounts to 1400 l. received by the said Colonel and his Agents: besides, he being a Committee-man, to Conceal the Right and Interest of the Commonwealth for Self-Advantage, was against the Instructions and Ordinances of Parliament, and Contrary to the Duty of his Place. XIX. That the said Col. Philip Jones, by himself, his Officers and Souldiers, and others brought into Authority by his procurement, have disarmed the country, and amongst them, many faithful well-affected persons, and kept and still detained their Arms, Horses, and Moneys Contributed towards the Militia there; which they have not restored, but disposed thereof to their own private and Respective Uses. XX. That the said Col. Philip Jones endeavoured to Subborn several persons to testify several false accusations against Col. Edward Freeman, and by several Agents and persons in Command under him, did break open several Houses and Chambers, to search for Letters written by Col. Freeman to particular persons on private occasions. And the said Col. Jones did threaten to banish Mr. John Gunter to Jamaica, for soliciting lawful Suits, and Discoveries of public Frauds against the said Col. Jones, his Friends and Relations. And the better to terrify and deter him therein, the said Col. Jones did falsely accuse the said John Gunter with High Treason, but never brought him to trial. And afterwards to justify and clear this false Accusation, and to endanger the life and Estate of the said John Gunter, one Thomas Games, a person Convicted of perjury, and an Instrument of the said Colonel, did not onely Commit Perjury, but suborned Rees ap Evan to commit perjury against the said John Gunter, before mayor General Dawkins, and other Commissioners for Decimation, and endeavoured to Suborn one William Vaughan to join with them in this Confederacy and Conspiracy; whereof one of them was Indicted, the perjury discovered, and the Innocency of the said John Gunter cleared before the said Commissioners. Bledry Morgan. The Names of the Delinquents implyed in the Charge foregoing, for the County of Carmarthen. RIchard Earl of Carbury, who being entrusted by the Parliament as Lord lieutenant of the Militia, became General of the Forces there raised for the King against the Parliament; and now one of the Common-Council in the County Borough of Carmarthen. And Henry Vaughan Esq; otherwise called Sir Henry Vaughan, a Member of this Parliament, who deserted his Trust, sate at the Junto at Oxford, was taken in the field fighting against the Parliament; one of the common-council of the said County-Borough; Both persons of great Estates living in that County; and who never Compounded for their Delinquency to this day; and who by their Kindred and Servants Commissionated as underwritten, do rule that country as absolutely as ever they did under the late King; who have expressed that by way of return to Colonel Philip Jones, and Colonel Dawkins, for their many Favours done them, they will( if ever charles Stuart's party prevail) protect them and their Estates. Bennet Hoskins, Esq; one of the Justices of the great Sessions for that County, and a Member of this present Parliament, who was a Commissioner of a Array, and violently acted for the late King against the Parliament, and for his Delinquency was suspended from this Parliament; and being conscious of his own guilt, hath withdrawn himself from the late Assembly. edmond Jones, Esq; lately expelled from this House, Attorney-General of South-Wales, Recorder of the Towns of Carmarthen, Brecon, and Radnor, Justice of the Peace for the said Towns and Counties, and Commissioner of the Assessments; yet was heretofore a Commissioner of Array in actual Arms for the King against the Parliament, and chief Agent for the Popish party and Garrison at Ragland, and a Compounder of Record at Goldsmiths-Hall. John Vaughan of Llanelty Esq; High-Sheriff of the County, and Commissioner of the Assessments; a Compounded Delinquent, in Arms in the First and Second War against the Parliament. Charles Hughs, Formerly a mayor, in Arms for the late King, now Clerk of assize, or Secondary in the said Great Sessions. John Gibb Esq; a person Popishly affencted, an Enemy to the Godly Party, formerly a Commissioner of Array, and aided the King, now a Justice of Peace there. David Evans Esq; A dis-affected person, a vicious man, that aided the late King and his party, and an Enemy to the godly; now a Justice of Peace. Robert Williams, in Arms for the late King, and assisted his party, and an Enemy to the godly party. The particular Names of the Malignant Officers, implyed in the precedent Articles for the County of Cardigan. FIrst, Bennet Hoskins, one of the now Judges itinerant for this County, was an active Commissioner of Array, and of Association for the late King against the Parliament; and upon the Vore of this Parliament, that Malignants should withdraw from Sitting in this Parliament, he did withdraw accordingly. 2 edmond Jones, Attorney-General for the Common-wealth, and a Justice of Peace for that County heretofore a Commissioner of Array, a Compounder at Goldsmiths Hall for Delinquency, and turned out of the last Assembly, from being a Member of this, or future Parliaments, for his Delinquency. 3 Thomas Evans, late High-Sheriff for the said County, and Justice of the Peace, personally engaged in Arms for the King, in the first and second War against the Parliament. 4 Erasmus Lloyd, a Justice of the Peace, and a Commissioner of the monthly assessment, was an Officer in Arms in the second war for the King against the Parliament. 5 Henry Vaughan, late High Sheriff, and now a Justice of the Peace, heretofore a Commissioner of Array; a High Sheriff for the King against the Parliament, by virtue of the Great Seal of Oxford. 6 Richard Herbert, now a Justice of the Peace, heretofore a Lieut, Col. for the King against the Parliament, under the Lord of Cherbury. 7 Thomas Parry, Late Sheriff, now a Justice of the Peace, and heretofore an Adherer and Assister of the Kings Forces against the Parliament. 8 John Lloyd, Late Sheriff, and Justice of the Peace, and Assister of the King with Horses, Men, and Money. 9 Thomas Lloyd, Late Sheriff, and heretofore a Sheriff for two years for the King against the Parliament, by virtue of the Great Seal of Oxford. May the 23. 1658. Col. Philip Jones a Member of this House, according to former Order, standing up in this place, made Answer to the Petition of Bledry Morgan, Gent. and to the Articles to the said Petition annexed, denied the Particulars, and cleared himself; And desired, That this House would be pleased to put the Business into a speedy Way of Examination. Ordered, That this Petition of Bledry Morgan, and the Articles thereunto annexed, be referred to a Committee to Examine Witnesses upon Oath, on the matter of Fact, and state the same, and Report it to this House.
