THat a perpetual Fund of 180000 l. be settled, viz. 140000 l. on Salt, and 40000 l. on Glass yearly, to be Redeemable by Parliament after 31 Years; and the Deficiency, if any be, to be made good. That whoever accepts the same, it shall be on the Terms following. They shall Lend and Pay to the King, Twenty Five Hundred and Sixty four Thousand Pounds Sterling, and not be repaid the same until the said Fund be Redeemed by Parliament. They shall be obliged to receive from the Subjects of England, Five Millions of Guineas at 24 s. 6 d. per Guinea, and shall repay to them the Value thereof in Guineas at 21 s. 6 d. per Guinea, or otherwise to the content of the said Subjects, and that in all future Payments and Receipts Guineas shall pass at no more than 21 s. 6 d. per Guinea.
