At London 〈◇〉 the 23 〈◇〉 day of October 〈◇〉 1646 yeers. FOrsameikle as the Estates of Parliament, by their Act of the date the third day of Februar 1646 yeers, have granted power and Commission, To prosecute the ways and means already laid down, For bringing in of Moneys, for the use and entertainnent of the Armies and garrisons within this Kingdom; and for this effect have prorogat the power for borrowing of Moneys for the use foresaid, in manner mentioned in the Commission granted for that effect. And now seeing Mr James 〈◇〉 〈◇〉 〈◇〉 〈◇〉 〈◇〉 at the desire of us the Lords and others of the Committee of Moneys for the North under-subscrivand, hes presently Lent and Advanced to us, for the use foresaid, the sum of 〈…〉 money whereof we be their presents grant the receipt: Therefore we the said Committee of Parliament for the Moneys, do bind and oblige the Estates of this Kingdom, To pay to the said Mr James 〈◇〉 his heires, executors, or assigns, The said principal sum of 〈◇〉 〈◇〉 〈◇〉 out of the first and readiest Moneys that shall arise or come in to the use of the public, out of the Moneys due be the Kingdom of England to our Armies, or that shall be gotten out of the Excise, or out of the Taxations, Contributions, or any Impositions whatsoever hereafter to be laid upon this Kingdom, Together with the ordinar Annual-rent and Interest thereof, comform to the Laws of this Realm, yearly and termly, from the date hereof while the repayment of the samen: And be their presents ordains the Thesaurers of Excise, or any other Thesaurers or public Receivers of any of the Moneys foresaids, due, or that shall appertain to the public of this Kingdom, To answer and pay to the said Master James 〈◇〉 or his foresaids, The said Principal sum, with the Annualrent thereof yearly and termly, from the date hereof while the repayment of the same, out of the first and readiest of the saids Moneys, Excise, Contributions, and others foresaids, that shall happen to be uplifted by them; Whereanent their presents shall be one warrant to the saids Thesaurers of Excise, or any other Thesaurer or public Receiver foresaids. 〈…〉 〈…〉 〈…〉 〈…〉 〈…〉
