❧ By the King. Royal blazon or coat of arms. A Proclamation for restraint of the exportation, waste, and consumption of coin and Bullion. THE Kings most Excellent majesty considering the scarcity of money and coin of late yeeres grown within the realm, occasioned partly by transportation thereof out of this kingdom, and partly by the unlawful consumption thereof within the land, whereof many unsufferable inconveniences do daily arise,& more are like to ensue, to the general hurt and damage of the whole common weal, if some timely and good remedy be not provided; And calling to mind the many& good Laws and Statutes made in the times of his most noble progenitors and predecessors, Kings of this realm, as also the several Proclamations published by his own royal authority since the beginning of his most happy reign: Notwithstanding all which, and some remarkable examples of Iustice in his high Court of starchamber against some principal offenders in this kind, many covetous and greedy persons, haue and daily do with great boldness and contempt, continue and proceed in those unlawful and offensive courses, tending to the exhausting of the treasure of the realm, and utter overthrow of trade and commerce within the same. And therefore his majesty in his Princely wisdom, and vpon necessity of State, sees it fit, that from henceforth all care and diligence in the discovery, and all severity in the correction and punishment of such delinquents, without favour to any, shall be used. And to the end that all men may take notice hereof, his majesty thinketh fit to publish this his Proclamation, to the end that no man vpon hope of impunity, presume hereafter to transgress his majesties Laws, or this his royal commandement in that behalf; hereby straitly charging and commanding, that no person or persons, alien, denizen, or other subject, of what estate, degree, quality or condition soever, do at any time hereafter, without his majesties licence, transport, carry, or convey, or attempt, or endeavour to transport, carry or convey out of this realm, any gold or silver, either in coin, Plate, Vessels, jewels, Goldsmiths work, Bullion, or other mass, or otherwise howsoever, vpon pain of his majesties heavy indignation and displeasure, and of the severest censure of his high Court of starchamber, and such further pains, punishments and imprisonments, as by the laws and Statutes of this realm may be inflicted vpon them for such their offence. And further, that no person or persons whatsoever, vpon the like pains or penalties, do aid, assist, counsel, or any ways partake with any other person or persons, purposing or attempting to transport, carry or convey out of this Realm, without his majesties license, any Gold or silver, in coin, Plate, vessel, jewels, goldsmiths work, Bullion, or other mass, or otherwise howsoever; either by gathering or getting together such Gold or silver, or by packing up the same fit for transportation, or conveying the same to or towards any Port, haven, or other place of exportation, or by any other way, mean, or colour whatsoever. And that all& singular Goldsmiths, Merchants,& their Factors, Masters of ships, Mariners, Passengers▪ and all other persons whatsoever, that shall haue any motice of Gold or silver in coin, jewels, Bullion, Plate, or vessel, or otherwise howsoever, which hath been already exported within the space of three yeeres last past, or shall be hereafter exported, or shalbe shipped for exportation, or shall be gathered and got together by change, culling, or otherwise, with intention to export, or with intention to put into the hands of them which should export it, That they forthwith reveal the same to the Lord Treasurer of England, the Lord President of his majesties privy counsel, the under Treasurer of the Exchequer, or to the Warden of the Cinque Ports, or his deputy, or to some of his majesties learned counsel; for which discovery they shall receive in reward the one half of the said Gold or silver, or of the value thereof being seized or recovered to his majesties use: And on the other part, if they shall not discover the same, they shall incur and receive condign punishment, as by the laws of this his majesties realm, or by his prerogative royal shall be meet to be inflicted vpon them. And for avoiding of all unnecessary consumption and waste of silver and Gold within this realm, which is much practised of late by some goldsmiths and Refiners, and those that use the manufacture of Gold and silver thread; His majesty doth hereby straitly charge and command, that no Finer of Gold or silver, nor parter of the same by fire or water, from henceforth alloy no fine silver, nor Gold, nor none sell in any other wise, ne to any person or persons, but only to the Officers of his majesties Mynts, Changes, and goldsmiths within this realm, only for the augmentation and amending of coin and Plate: And that no Finer nor Finers, Parter nor Parters sell to no person any manner of silver in mass melted and allayed; and that no Goldsmith within this realm melt or alloy any fine silver, but only for making of Amels and for amending of Plate, to make it as good as sterling, as by the Statute in that case is provided: Nor that they sell no fine silver, nor other silver allayed, melted into mass to any person or persons whatsoever, nor one Goldsmith to another: But that the Statute in this behalf made in the fourth year of His majesties most noble progenitor King Henry the seventh be in all points duly observed and kept, vpon pain that every person, offending to the contrary, shall incur His majesties High indignation and displeasure, and such punishment as by the Law or by His majesties prerogative royal may be inflicted for such misdemeanour& contempt. And for that the making of Gold and silver thread is found to be a great waste& consumption of coin& Bullion of the realm, Therfore His majesty doth further prohibit& forbid all making of Gold and silver thread, of what kind soever, or by whatsoever name it be called within this his majesties realm: And doth straitly charge and command, that no person or persons whatsoever, from the feast of Saint Michael the archangel next ensuing, shall presume to buy, or put to sale any Gold or silver thread, made within any His majesties Dominions, vpon pain to incur the uttermost severity of the censure and punishments afore mentioned. given at Our Mannor of greenwich, the eleventh day of june, in the twentieth year of Our reign of England, France, and Ireland, and of Scotland the five and fiftieth.
