royal blazon or coat of arms HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ¶ A Proclamation for the suppressing of Felons, and outlaws, their Aiders and Abettors, by bringing them to bee answerable to the several laws of the several realms of England and Scotland. WHereas Wee are informed by the chief Landlords, and Inhabitants of the Lands and Possessions, next adjoining to the Out-Bounds of Our kingdoms of England and Scotland, that by the great and general intercourse, secret practices, and combinations of outlaws, Felons, and Malefactors of both those kingdoms, diuers and sundry Outrages and Felonies haue been by them committed, to the great hurt, damage and prejudice of Our good and dutiful Subiects, contrary to the weal and peaceable government of both Our said realms; Wee hereupon taking into Our tender and Princely consideration, the speedy reformation of such so enormous mischiefs and inconveniences, and calling to mind, that sundry the chief Landlords of the Lands and Possessions next adjoining to the Frontiers of Our said two kingdoms, were contented to undertake to Our late Father of blessed memory, that their Tenants under them should be answerable to Our laws, for any Felony, or other capital Crime they should bee charged with; and if the party or parties delinquent should happen to fly before he or they should bee apprehended, and the party grieved should by course of Law Iudict and convict the party or parties delinquent, of the said felony or Felonies, that then the said Landlord, to whom the Forfeiture of such party or parties convicted should accrue, should make restitution to the party grieved, of such goods as were stolen from him by the said party or parties convicted, by the sight of two Iustices of Peace of the said County, where the said felony was committed, to bee indifferently chosen by the said party grieved, and the said Landlord: The said Landlord being lawfully authorised by himself, his officers and seruants to search for, and to apprehended any Felons, fugitives, Receitors, Abettors, Out-putters, or any other suspected persons secretly lurking, remaining, or being within the said Landlords bounds or limits, and him or them to bring, and make answerable to the several laws of Our said kingdoms: Of which said undertaking Wee well approve, and by this Our Proclamation do straitly charge and command all chief Landlords in the Counties of Cumberland and Northumberland, whom it may in any sort concern, to put the same in execution to the uttermost of their power: And hereby accordingly giuing them, their officers and seruants, full and absolute power and authority, to search for all manner of Felons, fugitives, outlaws, Receitors, Abettors, Out-putters, or any other unknown or suspected persons, secretly lurking, remaining or being within every, or any of the said several chief Landlords Bounds or Limits, and them to apprehended and make answerable to the several laws of Our said kingdoms. And Wee do hereby further forbid, forewarn, and straitly charge and command all, and all manner of persons, inhabiting any where within ten miles of the said Out-Bounds, and Frontiers of either of Our said kingdoms, to forbear to harbour, receive, entertain, or relieve any fellow, fugitive, outlawed, unknown or s●spected person, wherein if any bee discovered to offend after the Feast of Saint james the Apostle next ensuing, Wee will and command all and singular the said chief Landlords, their officers, and seruants, forthwith to apprehended all such offenders, in whose several bounds or limits they inhabit; and them to present to the next Iustice of Peace of the County where they shall be apprehended, whom Wee straitly charge and command instantly to commit them to the next Gaole, there to remain without bail or mainprize, until the party or parties so harboured, received, entertained, or relieved, do yield themselves to bee brought forth, and personally appear before the seat of Iustice, to answer and abide their Trials for such their offences, as on Our behalf they shall be charged with, according to the several laws of Our said several kingdoms. given at Our Court at Saint james, the Thirtieth day of june, in the sixth year of Our reign of Great britain, France and Ireland.
