royal blazon or coat of arms HONI SOIT QVI MAL Y PENSE ❧ By the King. ¶ A Proclamation commanding all Our Subiects, being Sea-men and Ship-wrights, in the service of any foreign Prince or State, to return home within a certain time. WHereas We, since Our access to the crown, as also the most Excellent, High, and Mighty Prince, King james of most blessed memory, Our most dear and royal Father, out of our Princely and provident care of the safety and honour of Our kingdoms, and people, and for the continuance and maintenance of the navigation of this Our realm, and to the intent that skilful Mariners and Sea-faring men might be always in a readiness to surnish as well Our own royal navy, as the shipping of Our loving Subiects, haue caused sundry Proclamations to be published, thereby declaring Our royal pleasure and express Commandement, that no master or Seafaring man, Ship-Wright or Ship-Carpenter whatsoever, being Our subject, should without Our express Licence, or the Licence of our admiral of England, enter or attempt, or go about to enter into the service of any foreign Prince or State, or be employed out of this realm in any Sea-seruice whatsoever, vn●esse it were in Our own service, or of some of Our liege Subiects: Notwithstanding which Our Princely care& providence for the safety of Our kingdoms and State, We are certainly ●nformed, that as well sundry Mariners, and Sea-faring men, as Gunners and Ship-Car●enters of this and other Our realms, haue of late yeeres, and do daily in great num●ers put themselves into the service of foreign Princes at Sea, and that very great and in●ufferable abuses to us and Our State are disloyally by them daily committed. To the end therefore that none hereafter may pled ignorance of Our royal Pleasure, ●nd Princely respect of all Our Subiects, and being unwilling to be constrained to deal with ●uch offenders according to the measure of their demerits and contempts, if otherwise ●here may be reformation: Wee do hereby straightly charge and command all Ship-wrights, Ship-carpenters, Masters, and Gunners of Ships, Pylots, Mariners, and all sorts of Seafaring men, who at this present are already in the service of any foreign Prince, State, or other foreigner, that they do return into this Our kingdom before the Feast of All-Saints, next ensuing the date hereof, and deliver notes of their names, and of the places from whence they return, to the Customer of the Ports where they shall arrive, who are strictly charged to keep the same safe, assuring them that at their return they shall find fit employment. And Wee do likewise strictly prohibit and absolutely restrain all Our Subiects, of any of those professions or callings aforesaid, hereafter to enter into, or employ themselves in any warlike or other service at Sea, of any foreign Prince or State, without especial Licence from us, or the Lords Commissioners of Our Admiralty, or the Lord high admiral of England, first had and obtained, vpon pain of Our heavy indignation: And if any of Our Subiects, after this admonition, shall wilfully neglect the performance of Our royal Pleasure herein expressed, against such Wee are resolved henceforth to proceed by infliction of exemplary punishment, as fugitives and Runagates, forgetting their natural allegiance and duty to us and Our laws, with all severity. And Wee do likewise command all Our Officers, Ministers, and Subiects whatsoever, not onely( as much as in them is) to hinder any such as shall attempt any thing against this Our royal Proclamation, but from time to time to make known all such Offences and offenders to the Lords Commissioners of our Admiralty, or the Lord high admiral of England for the time being, that speedy course may be taken for the same severe punishment of them, to the example of others. given at Our Court at Greenwich, this fifth day of May, in the tenth year of Our reign of England, Scotland, France and Ireland.
