WHereas Our well-beloued subject captain Thorneff frank, humbly presented unto us an overture as well for the saving of all sorts of fuel throughout Our Dominions, to the great benefit of all Our Subiects, especially Brewers, Dyers, Sope-boylers, Salt-makers, and all others which had or might haue occasion to use boiling furnaces, as also for the lessening of that great annoyance of smoke which is so much obnoxious to Our City of London, and to all other Cities& towns Corporate: Wee in Our Princely disposition graciously ●… ining to further all worthy inventions, especially such as tend so much to the general good i● Our Subiects( and the prevention of the scarcity and consumption of fuel, being a matter of ●o small consequence) did by Our Letters Patents, dated at Westminster the second day of No●… mber in the Ninth year of Our reign, grant to him, his Executors, Administrators and assigns, full& free liberty, licence, power& authority during the term of fourteen yeeres then ●… xt ensuing, at his or their own proper costs and charges to use, practise, and put in ure within Our Dominions the saving of fuel, and the lessening that great annoyance of smoke; And ●o haue& enjoy all such benefit as should or might be raised by making the said works, or by in●… ructing or licencing others to do the same, inhibiting all others of what estate, degree or condition ●oeuer, without his or their licence to use or practise such his invention within the term afore●… d, under the penalties and provisoes therein contained. But nevertheless, the said Thorneff Francke● th lately made his humble complaint to the Lords of Our privy council, That diuers per●… s without his licence make use of his said invention, to the loss of his charges already there●… expended and the frustrating of his expectations: For reformation of which injury their Lord●hips commanded certain Our Iustices of Peace of Our County of Middlesex, or any two of ●… em, diligently to inquire as well concerning the injury pretended, as what likelihood appeared ●… at the same invention might sort with the proposition made unto Vs. And accordingly Our well-beloved Subiects, Sir Henry Spiller Knight, and laurence Whittaker esquire, haue humbly certified, That they haue viewed the said work and invention, and haue made stay of such persons endeavours, as haue encroached vpon his privilege. And that vpon conference had with such Brewers as haue made use of the said invention, they do ingenuously confess that it is beneficial to them several ways. First, in expense of fuel, for that they save a third part thereof at the least. Secondly, that the charge of Iron heretofore expended in supporting the furnace, is saved three parts in four. Thirdly, in their labour, whereas before they brewed but thrice in a week, they now are able to ●… ew five times. And lastly, to the public, the offence by smoke arising from the Funnels of their new invention, is not the one half of that which comes from the old furnaces. Since therefore experience hath justified the use of the same invention to be so greatly beneficial and advantageous to Our weal public, Wee do hereby strictly forbid all Our Subiects whomsoever, or other person or persons, inhabiting or residing within Our Dominions, to presume to put in execution, or encroach vpon any part of Our said Subiects invention, without his special Licence first had and obtained under his hand and seal, vpon pain of Our just indignation and displeasure. And also for his further encouragement, Wee haue thought it fit hereby so far to take notice of so acceptable a service, as to publish the same to all Our loving Subiects, whereby they may not be ignorant of the benefit that may redound to them by the use thereof, vpon such reasonable satisfaction to be by them yielded to Our said subject, as may make reparation for his observations, travels, experiments, labours, and expenses. And Wee do hereby straightly charge and command, all Maiors, Sheriffes, Iustices of Peace, bailiffs, Constables, Headboroughs, and other Our Officers, Ministers, and Subiects of us, Our Heires and Successors, that they and every of them be helping and assisting to the said Thorneffe frank, his Executors, Administrators, Deputies, and assigns in all things according to Our Will and Pleasure, during the term in Our said Letters Patents expressed. given at Our Court at greenwich this twenty fift day of june, in the tenth year of Our reign.
