royal blazon or coat of arms C R HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ❧ A Proclamation prohibiting the Importation of all sorts of glass whatsoever, made in foreign parts. WHereas Our late royal Father of blessed memory, by His Proclamation, dated the three and twentieth day of May, in the thirteenth year of His reign, for the preservation of the Woods and Timber of this realm, which were then much consumed by the making of glass, did prohibit, that from thenceforth no person or persons should presume to make or melt any Glasses whatsoever, with Timber, or Wood, or any fuel made of the same, within the realm of England, or dominion of Wales, vpon pain of forfeiture of such glass, and of other punishments for their contempt: And did thereby also inhibit, as well the Importation into this realm, of all sorts of glass made in foreign parts, as the buying or selling thereof here, under the forfeitures, and penalties therein expressed. And whereas Our trusty and well-beloved, Sir Robert Mansell Knight, Lieutenant of Our admiralty of England, by his industry and great expenses, hath perfected the Manufacture of making all sorts of glass with royal, or Pit-Coale, whereby not onely the Woods and Timber of this kingdom haue been, and are greatly preserved, but the making of all kindes of glass established here; To the employment of a number of Our own Subiects, the saving of much Treasure at home, which was formerly expended beyond the Seas for that commodity, and Our people are now furnished at far more moderate prices then ever they could obtain them from those foreign parts: nevertheless, diuers ill affencted persons, haue at several times presumed to Import, and bring into this kingdom, great quantities of glass of all sorts, made beyond the Seas, to the damage, and prejudice of the said Glasse-workes here. We therefore being minded to maintain and continue the said works and Manufacture within this Our kingdom, and to restrain the Importation of all foreign Glasses, do( with the advice of Our privy council) declare Our royal pleasure to be: And do hereby straitly charge and command, that no person, or persons whatsoever( during the grant of Our late dear Father made to the said Sir Robert Mansell for the sole making of glass) shall from henceforth, directly or indirectly, Import, or bring, or cause to be Imported, or brought into this Our realm of England, or dominion of Wales, any kind or fashion of glass, or Glasses whatsoever, made, or to be made in any foreign parts, or places beyond the Seas, vpon pain of Our heavy displeasure, and of the loss and forfeiture of all such glass and Glasses as shall be so Imported, and to incur such other penalties and punishments, as by the laws, or Statutes of this Our realm, or otherwise may be inflicted on them, for contempt, or neglect of Our royal commands herein. And We do hereby also straitly charge, require and command, that no person or persons whatsoever, that now use, or hereafter shall use the Trade of retailing, selling, or uttering of drinking Glasses, or any other sorts of glass whatsoever within this Our realm of England, or dominion of Wales, shall hereafter directly, or indirectly, buy, bargain, contract for, sell, or utter any kind of Glasses whatsoever, made, or to be made in any foreign parts beyond the Seas, which shall be hereafter imported during the said term, vpon pain of the seizure, loss, and forfeiture of the same, and to be further proceeded against, as contemners of Our will and pleasure herein declared. Notwithstanding, Our intent and meaning is; That these presents, or any thing therein expressed, shall not extend, or be taken to inhibit, or restrain the said Sir Robert Mansell, his Executors or assigns, or his, or their Deputies, Factors or Agents( during the term of Our said Fathers Grant) from Importing, or bringing into this Our realm of England, or dominion of Wales, such Glasses from Venice, Morana, or other parts of Italy, as he or they shall think fit to be furnished withall, for some special use and service. And We do hereby authorize and require all Maiors, Sheriffes, Iustices of the Peace, bailiffs, Constables, and other Our Officers, Ministers and loving Subiects, that they, and every of them during the said term, when, and as often as they, or any of them, shall be requested in that behalf, be aiding and assisting from time to time in the due execution of the premises. And further, that all Our Customers, Collectors, farmers, Searchers, Waiters, and all other Our Officers and Ministers in Our Port of London, and all other Our Ports, havens, and creeks within this Our realm, and dominion of Wales, during the said term, do take care to search for, and seize as forfeit to us, all such glass and Glasses whatsoever, as shall hereafter be imported, conveyed, or brought into any Our Ports, Harbours, havens, or creeks, from any foreign parts, or places whatsoever beyond the Seas, contrary to the intent of these presents: And this shall be their warrant and discharge in that behalf. given at Our Court at Royston, the fourteenth day of October, in the eleventh year of Our reign.
