royal blazon or coat of arms C R HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ¶ A Proclamation touching books first Printed here, and after reprinted beyond the Seas, and imported hither. WHereas in Our universities of Oxford and Cambridge, and in Our City of London, diuers books( not elsewhere formerly published) in the greek and latin tongues, haue been put in Print and published at the cost and care of some of Our loving Subiects, and afterwards some of the same books haue been reprinted in the Dominions of foreign Princes or States, and from thence imported and put to sale here, By reason whereof Our said Subiects, at whose cost the first Impressions were made, haue been much preindiced in the sale of such their Impressions, and haue been also discouraged from their vndertakings in the like kind; We being graciously pleased to vouchsafe Our special encouragement to all good and lawful endeavours used for the adding of helps to good Arts and Learning, and to prevent for the future the like mischiefs that may happen by the importing and putting to sale of such foreign Editions, either of such Books as aforesaid, or of other of like nature; do hereby straightly charge and command, and do declare Our express will and pleasure to be, that from henceforth no person or persons whatsoever, either Our natural born Subiects, Denizens, or Strangers, shall import into Our realms of England, or Ireland, or Our Dominion of Wales, out of the Dominions of any foreign Prince or State, by way of merchandise or for sale; or shall sell, offer, or put to sale in any of Our said realms, or in Our said Dominion any foreign Edition, or any Books or Copies of any foreign Edition of any book whatsoever, either in the latin, or greek, or in the Hebrew, Chaldee, Syriack, or arabic tongues, or in any of the said five tongues last mentioned together with latin, the first Edition or publishing of which book shall at any time hereafter be, or hath formerly at any time, since the beginning of Our reign, been out of any press or house of Printing within either of Our said universities, or in Our said City of London; under such pains, penalties and forfeitures, as by the laws and Statutes of Our said realms, or by Our prerogative royal may be inflicted on such as shall contemn or neglect Our royal pleasure and commands herein. And We do further will, require and command, All Sheriffes, Iustices of Peace, Maiors, bailiffs, Constables, Searchers, and all other Our Officers whatsoever, that they and every of them from time to time, vpon complaint made concerning the premises, be diligent according to their several places respectively, in making discovery, finding out,& apprehending, all and every the offenders, that at any time hereafter shall either by importing, selling, offering or putting to sale any the books aforesaid, transgress against this Our Proclamation; And also in seizing or causing to bee seized to Our use, all and every the Editions, books and Copies, imported, sold, or offered to sale, against the intent hereof, to the end that the Delinquents herein may bee proceeded with, and punished according to their demerits. given at Our Palace of Westminster, the first day of May, in the twelfth year of Our reign.
