royal blazon or coat of arms C R HONI SOIT QVI MAL Y PENSE dieu ET MON DROIT ❧ By the King. ¶ A Proclamation prohibiting the Importation of foreign Gun-powder, and that His majesties Subiects may be constantly supplied out of His majesties Store-houses. WHereas the providence of Almighty God, amongst many other blessings to this kingdom, hath furnished the same with Mines of saltpeter for making sufficient store of Gun-powder, for the service and Defence of the same; And whereas His majesty out of His Princely care of the safety of His kingdoms, hath so provided for the digging and working of saltpeter, and converting and making the same into Gun-powder within His own Dominions, as that there shall be always ready in His majesties Magazines or Store-houses, such competent proportions of good and serviceable Gun-powder, as shall be necessary, not only for His majesties own use, but for the supplies of His Subiects, for their expense at Sea and Land: His majesty therfore, for the better settling a work of such Importance as the making of Peter, and Powder in His own kingdoms; And that the makers thereof, appointed by His majesty, may receive no interruption or discouragement therein; doth hereby signify His royal Will and Pleasure to bee, And doth straitly Charge and Command, That no person or persons whatsoever, either His natural born Subiects, Denizens or Strangers, do at any time or times hereafter Import, or bring, or cause to bee Imported or brought into His Dominions of England, Wales, or Ireland, or any of them, or into any the Ports, havens, Creeks, or places thereof, any Gun-powder whatsoever, made, or to bee made in any foreign parts or places, to bee sold or put to sale here, vpon pain of the forfeiture thereof: The same Gun-powder to be seized to His majesties use, And the moiety of the value thereof to be paid to such person or persons as shall make seizure of the same, vpon his or their delivery thereof into His majesties Store-house; And also vpon pain of His majesties high Indignation and displeasure, and such further penalties and punishments as may be inflicted on the offenders, for the Contempt of His royal Commandment in that behalf. And His majesty doth also require and command all and singular the Officers of His customs within all and every the Ports of the same His Dominions, and the Creeks, and members thereof, That they, and every of them, from henceforth wholly forbear to take, or make any Entries or Compositions, for the custom, subsidy, or other duty for any Gun-powder, brought, or to be brought into any His said Dominions from any foreign parts, to be vtte●… nd or sold here: And also that they, and every of them( whom it doth or shall concern) do stay and seize as forfeited to the uses aforesaid, all such foreign Gun-powder as after the date hereof shall be by any person or persons convyed, or brought into any Port or Creek of the same His majesties Dominions to be uttered or sold, vpon pain of forfeiture of their Offices, and of vn●ergoing His majesties high Indignation and displeasure, with such further punishments, as their Contempts or defaults herein shall deserve. And to the intent His majesties Subiects may from time to time bee duly supplied with powder; His majesty, out of His royal Care in that behalf, hath given express Order and Command, that His Officers shall be provided at all times hereafter, and shall haue in their cu●… dy in His said Magazines or Store-houses, sufficient quantities of Gun-powder, from whence His Subiects shall and may from time to time, buy, and haue therof, by greater or lesser quantities at their pleasures, or lesser quantities at their pleasures, powder may be limited to a moderate gains thereby; His majesty doth hereby declare His royal Will and Commandment to be, That no person or persons that now dealeth, or hereafter shall deal in Retailing of Gun-powder within the city of London, and within thirty miles thereof, or within thirty miles of any of His majesties Ports, shall utter or sell the same above the rate or price of One shilling eight pence the pound: But for such Ports or places as shall bee shirtie miles distant or more from London, or any His majesties said Ports, in such cases the said Retailers may sell the same at One shilling eight pence helf-peny the pound, and not above; which halfpenny increase of price is allowed for the Land-Carriage of the same Powder. And His majesty doth hereby further declare His express Will and Pleasure to be, and doth straightly Charge and Command, That no person or persons whatsoever, other then His majesties Makers of Gun-powder, who now haue, or hereafter shall be contracted with, shall at any time or times hereafter make, or cause to be made any Gun-powder, within any His majesties Dominions of England, Wales, or Ireland, or any of them, either by the use of Hand-mills, Water-mills, or otherwise, vpon pain of the Forfeiture as well of the same Powder so made, as if the Engines and Instruments to be used thereabout, and to haue the same Mills to be demolished, and the offenders therein to bee further proceeded against in Our Court of Star-Chamber, or otherwise punished, according to their Contempts and Offences herein. given at His majesties Palace of Westminster, the twentieth day of February, in the twelfth year of His Highnesse reign.
