HONI SOIT QVI MAL Y PENSE England's royal coat of arms, 1630 dieu ET MON DROIT. ¶ By the King. ¶ A Proclamation declaring His majesties royal Grace, to confirm to His Subiects of the realm of Ireland, their defective Titles, and to establish their Estates and Possessions by His Commission under his great seal of England. WHereas the Kings most Excellent majesty out of His Princely care of the general quiet, prosperity, and good of all His loving Subiects of all and every His realms and Dominions, hath an equal respect and favour to those His Subiects of Ireland, as to those of England, and vpon all just occasions, is, and will be ready and willing to express the same, and His majesty conceiving, that there is no stronger motive to invite His Subiects of that realm to submit themselves willingly to the laws, to entertain peace, and conform themselves to civility, industry, and good order, nor better means to make them opulent, rich, and happy, then by the general settling and securing of their estates and possessions which is their livelihood: And His majesty finding that many petitioners resort from thence hither into England, for securing of their estates by new particular Patents, and that there are daily suitors here to His majesty for grants of Lands in that realm, vpon pretence of Concealments, Intrusions, or defective Titles, for obtaining of which grants, the Suitors offer large considerations by way of Fine, and increase of Rent, and other services to the crown, to his majesties great advantage, and some of these persons haue of late obtained Letters under the privy Signet, to pass part of the premises by Letters Patents under the great seal of that realm of Ireland in Fee. His majesty of His infinite grace and goodness, foreseing how full of danger and trouble it might bee to His good Subiects of that realm, to give way to such private Suits, although some profit should accrue thereout unto His crown; And preferring in this point the general quiet of His people before His own benefit, hath been graciously pleased, not onely to make stay of passing the premises, and all other Lands within that realm, and of all Suits of that nature, but also out of His tender care and respect of His said Subiects, and of their peace and prosperity, for their exceeding benefit, and yet with some expectation of profit for the increase of His own revenue within that realm, whereby he might the better support His ordinary charge there, and ease His people thereof, Hath thought meet in his Princely wisdom, to settle and secure for ever hereafter their several pretended Estates and possessions, by a Commission of grace under the great seal of England, in very ample and beneficial manner, and in such manner as by the like Commission of grace here in England, for settling the possessions of His Subiects of this his realm of England, as a mark of His equal favour towards his Subiects of that kingdom, as of this. His majesties gracious pleasure therefore is, and so he doth by this His royal Proclamation declare the same, That if any of his Subiects of His said realm of Ireland, do, or shall conceive, or fear their Estates or possessions to bee subject to his majesties just advantage in Law or equity, They, before the first day of September next ensuing, are either in person, or by their attorneys, or Agents sufficiently authorized and instructed by them, to make their repair into this realm of England, where they shall find his majesties Commissioners ready to entertain their several suits, and to whom if they shall resort, they may according to their several Cases, settle and secure such their Estates and possessions as shall be defective or doubtful, according to such instructions as his majesty shall give to His Commissioners to that purpose, and vpon such reasonable and gracious conditions, as the said Commissioners in their good discretions shal think fit,( without prejudicing any such future Plantations as shall be found just and honourable for his majesty to proceed in) and for the safety and benefit of the country, and shall stand with the quality of the several Cases of such as shall become suitors, wherein they shall be received to make their final peace and settlement of their Estates and possessions, either for a reasonable Composition in money, or new increase of Rent, and other services, or for both, as shal be thought fittest, and be agreed vpon; and withal what shal be past vpon this Commission, his majesty doth hereby declare, that he will bee pleased to give His royal assent, as well to confirm the same at the next Parliament to bee holden for that kingdom; As also that the Statute of Vicesimo primo jacobi Regis, made here in England, for limiting His Highnesse Title to sixty yeeres, shall bee then enacted there, but the same to extend onely for the benefit of the Patentees that shall pass vpon the said Commission, and that all speed shall bee made for the dispatching of all the premises vpon the said Commission, if they His said Subiects of Ireland shall bee forward on their parts therein, to the end that the Parliament there may the sooner begin. But his majesty doth further declare his royal pleasure by this His Proclamation, that he will take his just advantages against all such persons as shall neglect, by the time prefixed, to repair hither, and in convenient time after to compound for passing their Lands vpon the said Commission, and vpon such neglect his majesty resolves to dispose thereof for His best profit, either to such persons as shall be Suitors for the same, or otherwise at His pleasure. And he doth also by this his public Declaration straitly charge and command, that until the said first day of September, and after as long as the said Commission shall bee continued here for this service, No person or persons do presume to make svit unto his Highnesse for Grants or Confirmations of Estates of any Lands or Hereditaments, or other matter touching his Estate or revenue within that realm, nor pass any of the premises but vpon the said Commission. given at Our Court at Whitehall the fourteenth day of March, in the sixth year of Our reign.
