THe Kings most Excellent Majesty being engaged in a necessary Defensive War for Vindication and Recovery of His own and Subjects Rights, taking into His Princely Consideration, That the consequence thereof is, and must needs be a great obstruction, not only to Foreign, but domestic Commerce, and occasion a considerable abatement in the Prices of many Commodities, and in particular of Corn, Hides, Butter and Cheese, to the great prejudice of Landlords in their Rents and Revenues, and Tenants in their subsistence. Therefore in some measure to remedy the same, His Majesty hath thought fit, and by the Advice of His Privy Council, doth hereby give free Liberty and Licence to all and every person and persons whatsoever, so long as this present War shall continue, to Export and Carry out of this Realm of England, Dominion of Wales, or Town of Berwick upon Tweed, or any the Ports, Havens or Creeks of or belonging to the same, any Leather, or Raw Hides, or any Wheat, Rye, Barley, or other Corn or Grain, or any Butter or Cheese whatsoever, into any the parts beyond the Seas, without incurring any Penalty or Forfeiture by reason thereof, or of any the Laws or Statutes of this Realm. And His Majesty doth hereby straitly Charge and Command, as well the farmers of His Customs, and all and singular Customers, controllers, Collectors, Searchers, and Waiters, as other His Officers, Ministers and Subjects whatsoever, That they and every of them take notice of this His Royal Pleasure, and give all furtherance and due obedience thereunto.
