WHereas by an Act Made and Passed the last Session of Parliament, entitled, An Act for Granting an Aid to His Majesty, as well by a Land Tax, as by several Subsidies and other Duties payable for One Year, It is, amongst other things, Enacted, That for the better and more speedy Answering of the Supplies thereby Granted, or that should be Granted, for this present Year One thousand six hundred ninety seven, it should and might be Lawful to and for the Commissioners of His Majesties Treasury or any Three of them now being, or for the High Treasurer, or any Three or more of the Commissioners of the Treasury for the time being, to cause Bills to be made forth at the Receipt of Exchequer, in such Manner as they should appoint, for any Sum or Sums of Money, not exceeding Fifteen hundred thousand Pounds, and to Issue the same to the uses of the War, in such Proportions as they should think fit. And by another Act of the said last Session of Parliament, entitled, An Act for making good the Deficiency of several Funds therein mentioned, and for Enlarging the Capital Stock of the Bank of England, and for Raising the public Credit, It is Enacted, That the Bills by the aforementioned Act authorised to be Issued, should Pass and be Current to all and every the Commissioners, Receivers or Collectors of any Revenue, Aid, Tax or Supply whatsoever Granted, or that should be Granted, during the said Session of Parliament, either for the War, or any other use, and also at the Receipt of Exchequer, and that there should be annexed unto, attend and go along with the said Bills, an Interest after the Rate of Five Pence a Day for every One hundred Pounds contained therein, and proportionably for a greater or lesser Sum, with such Directions concerning the said Bills as in and by the said several Acts, relation being thereunto respectively had, may more fully appear. And whereas by an other Act Made and Passed in the said last Session of Parliament, entitled, An Act for Granting to His Majesty a further Subsidy of tonnage and Poundage upon merchandises Imported for the Term of Two Years and Three Quarters, and an Additional Land Tax for One Year, for Carrying on the War against France, It is amongst other things Enacted, That to the end His Majesty might likewise have the better and more speedy Effect of the Supplies by that Act intended, That it should and might be Lawful to and for the Commissioners of His Majesties Treasury or any Three of them now being, or for the High Treasurer or any Three or more of the Commissioners of His Majesties Treasury for the time being, to cause Bills to be made forth at the Receipt of Exchequer, for any Sum or Sums not exceeding Twelve hundred thousand Pounds over and above the said Sum of Fifteen hundred thousand Pounds by the said First mentioned Act authorised to be Issued, in such proportion nevertheless as that there should not at any one time be more Bills standing out than to the Value or Amount of Two Millions in Principal Money; and that the said Bills should have the like Currency and bear the same Interest after the Rate of Five Pence per Diem, as the said Bills for One Million Five hundred thousand Pounds. And it is thereby further Enacted, That the said Commissioners of His Majesties Treasury, or the High Treasurer for the time being, shall or may Contract and Agree in such manner as they shall think fit, with any Person or Persons, with whose Ability they shall be well satisfied, for the Advancing or Lending such further Sums as they shall think necessary, for the Exchanging of such Bills of the said Twelve hundred thousand Pounds thereby authorised to be Issued, as shall or may be Refused or not Accepted in Satisfaction of Tallies or Orders of Loan, in Course of Repayment, as by the said Act is directed; which Persons so Contracting shall have and Receive the like Interest or Reward after the Rate of Ten Pounds per Cent. per Annum for the Money they shall Advance for the Purposes aforesaid, as by the said recited Act for making good the Deficiency of several Funds therein mentioned, and for Enlarging the Capital Stock of the Bank of England, and for Raising the public Credit, is Allowed to such as should Contract for the One Million Five hundred thousand Pounds. And whereas by the said last recited Act it is further Enacted, That until such time as His Majesty, or the Lords Iustices of England, by Proclamation, to be Issued by the Advice of the Privy Council, should make known, that the Commissioners of His Majesties Treasury, or the High Treasurer for the time being, should by such Contracts or Agreements made with Persons of Ability, as aforesaid, have sufficiently Secured, and made Provision, that all Persons who at the Receipt of His Majesties Exchequer, or at any of the said public Offices should have any of the Bills for the said Twelve hundred thousand Pounds, for Satisfaction of their Tallies or Orders of Loan, or for any other Payments whatsoever, may have such Bills Exchanged for Ready Money, the said Bills to be made forth for the said Twelve hundred thousand Pounds, or any Part thereof, should be Current only in the Funds or Supplies Granted for the Service of the War for this present Year, One thousand six hundred ninety seven( Except the Aid of Three Shillings in the Pound) as by the said several Acts, relation being thereunto respectively had, may more fully Appear. And whereas the Commissioners of His Majesties Treasury have in pursuance of the Powers to them given by the Act of Parliament last mentioned in this behalf, Contracted and Agreed with several Persons and Bodies politic or Corporate, for the Advancing and Lending of Money from time to time for Exchanging the said Bills for any Sum or Sums not exceeding Twelve hundred thousand Pounds, We have therefore thought fit, by and with the Advice of His Majesties Privy Council, to Issue this Proclamation; And We do hereby Publish and Make known, That the said Commissioners of His Majesties Treasury have by such Agreements, as aforesaid, sufficiently Secured and made Provision, that all Persons who at the said Receipt of Exchequer, or at any the said public Offices, shall have any of the said Bills for satisfaction of their Tallies or Orders of Loan, or for any other Payments whatsoever, may have such Bills Exchanged for Ready Money; And therefore We do by this Proclamation further Publish and Declare, That from henceforth the said Bills for the said Sum, not exceeding Twelve hundred thousand Pounds, authorised to be Issued, as aforesaid, shall Pass and be Current in all Payments for His Majesties Customs, Additional Duties, Impositions, Excises, and all other His Majesties Revenues whatsoever, and for all Taxes, Aids and Supplies any ways granted or belonging to His Majesty, and in all other Payments of what nature or kind soever, to be made to His Majesty or to His use. And We do hereby strictly Charge and Command all Commissioners, Receivers-General, Collectors, Tellers, and all other Persons whatsoever, who are, or may be concerned in the Receipt, Collection or Levying of any of His Majesties said Customs, Additional Duties, Impositions, Excises, Revenues, Tares, Aids, Supplies, or other Payments whatsoever, for His Majesties use, to Accept and Take the said Bills in Payment from all and every His Majesties Loving Subjects, who shall tender the same, for or in Discharge of any such Customs, Additional Duties, Impositions, Excises, Revenues, Taxes, Aids, Supplies, or other Payments to His Majesties use, and to observe all other Directions in the said Recited Acts, or either of them contained touching the said Bills, upon pain of Incurring His Majesties high Displeasure, and as they will answer the contrary at their Perils.
