WHEREAS there are daily Great Complaints made unto us, that several of their Majesties Protestant Subjects and their Tenants, and others who live peaceably under their Majesties Protection, are robbed and Plundered of their Goods, Horses, and other Cattle, whereby multitudes of Good Subjects are ruined and tillage hinderd, so as a Famine is like to ensue,& although by the Law no sales are good so as to alter any property, unless they be made in public Fairs or Markets or by the right Owners, yet several persons of this Kingdom out of a greedy and covetous disposition for inconsiderable sums, buy from suspicions persons in private places such stolen and plundered Goods, Cattle and Horses, whereby the said disorderly persons are encouraged in their Robberies and Violence. These are therefore to Will and Command all their Majesties Subjects to forbear buying any Goods, Cattle or Horses except in Fairs and Markets Overt, unless from such of whose Property they are assured. Hereby declareing that such Sales as shall be made contrary to this Our Proclamation shall be at the peril of the Buyers. and We hereby Require all Mayors Sheriffs, Iustices of the Peace, Magistrates and other his Majesties good Subjects, that if any Stolen Goods, Cattle or Horses be found in the Possession of any Person whatsoever; That notwithstanding such Person in whose possession they shall be found do pretend any such Illegal and Prohibited Buying for their Excuse, Yet they proceed against them as Abettors of and Accessorys to Felony, and use their utmost endeavours to restore the same to the Right Owners.
