FOrasmuch as the great Clemency and Indulgence which Their Majesties have extended to Their Popish Subjects of this Kingdom, in receiving many of them into Their most Gracious Protection, when by a Late Rebellion they had incurred the severest Penalties of the Law, have not been able to reclaim several of them from their traitorous and Wicked Practices, but that by holding a Secret Correspondency with the Rebels now in Arms, they do still carry on many Dangerous and Horrid Designs, to the Disturbance of this Their Majesties Government, as doth more particularly appear by a Late Discovery of a Design to burn this City upon the Rebels approach toward it. We taking into Our Serious Consideration, that the great number of Papists and other Disaffected Persons, who have lately resorted to this City, and now upon Tender of the Oath of Fidelity to Their Present Majesties, have refused to take the same, do greatly encourage others of the same Persuasion to persist in such their traitorous and Damnable Practices: For the Prevention thereof, and for the quieting the Minds of all Their Majesties Loving Subjects of this Kingdom, have thought fit to cause several of the said Suspected Persons to be removed from the City of Dublin, and the Suburbs and Liberties of the same, by Our Order bearing Date the Eighth of December, 1690. To the end therefore that none of the said suspected Persons, upon any Pretence whatsoever, during this present Rebellion, may resort to the said City or Liberties, or any other Garrison under the Obedience of Their Majesties. We do hereby strictly will and Command all and every the Persons so removed by Our said Order, not to return to the said City of Dublin. or the Suburbs or the Liberties thereof, nor to any other Garrison under Their Majesties Obedience, during this present Rebellion, upon pain to be proceeded against as Spies and Contemners of Their Majesties Authority.
