WHEREAS We are informed that there is a great number of Horses of size fit for Our Troops of Horse in the hands of Our Foot Officers, Souldiers, and other persons who are not inlisted amongst the Horse of Our standing Army, and that several of the said persons apprehending that all such Horses may be seized and pressed for Our Service, without allowing any satisfaction or consideration for the same, do refuse to sand the said Horses to any Fairs, Markets, or other public places to be sold or disposed of to the best advantage, whereby the owners of such Horses are not only prejudiced, but our Troops hindered from such early recruits as may be necessary. For remedy thereof for the future, Our Will and Pleasure is, and We do hereby declare that all persons whatsoever shall and may have full and free liberty till the tenth of April next, to sell and dispose of all or any Horses belonging to them to the best advantage in any Fairs, Markets, or other public places within this our Kingdom that are not in the Enemies Quarters without any interruption whatsoever. And to the end the said persons may not fail to dispose of all such Horses as are of fit size for our Troops of Horse within the said limited time, Our further Pleasure is, and We do hereby declare that We shall give orders to seize for our use all Horses of fourteen hands and a half high, or of any larger size, which after the said tenth day of April shall be found in the possession of any person or persons whatsoever who shall not then serve in the Horse or Dragoons of our standing Army, for which We will allow such rates as We shall judge reasonable.
