WHEREAS this City and Liberties thereof, and especially the Street of Cornhill and Passages about the Royal Exchange, and Coffee-Houses, are much pestered with a sort of Loose and Idle People called Hawkers, who do daily Publish, Cry, and Sell Seditious Books, Scurrilous Pamphlets, and Scandalous printed Papers, contrary to Law, and to the great Scandal of the Government of this CITY; For the Suppressing of whom divers Orders and Provisions have been formerly made by this Court. NOW, for the Regulation thereof, and more effectual putting in Execution of the Laws against such Offenders, This COURT doth think fit to Authorize, Appoint and Command Robert Stephens, Messenger for the Press, and the Marshals of this City, and all and every the Constables thereof, from time to time, to take Care that no Persons whatsoever( by way of Hawking, or Crying of Books or Pamphlets in the Streets of this City) do from henceforth Sell, Cry, Publish or Disperse any Books, Pamphlets, or other Printed Papers in the said Streets, or in any other place within this City or Liberties thereof. And the said Robert Stephens, the Marshals and Constables, are hereby Required to give their Attendance and utmost Assistance in the Apprehending of all such Hawkers and Offenders, and bring them before the Right Honourable the Lord MAYOR of this City, or some other of his MAJESTIES Justices of the Peace thereof, to be sent and set to hard Labour at bridewell, or otherwise to be dealt withal according to Law. wagstaff.
