A PROPOSAL to raise more equally, a certain Sum, than what can be expected from a Duty of 12 l. per Tun, upon all Wines in Merchants and Retailers Hands. 1. THAT a Tax be laid, either upon Soap or Candles, for every Family to pay to the King six Pence per Pound, according to the Rent of their Houses. II. That all Lodgers that Rent any Rooms or Chambers by the Quarter, or for any longer Time, or shall continue above a Quarter of a Year at any one Place, shall pay the said six Pence per Pound, according to their Rent. III. That all Cottages, under 3 l. per annum, shall be exempted. IV. That all Families that pay no Rent, but dwell in their own Houses, their Houses shall be moderately ranted according to others. This Tax will fall equal upon all Men in general, and may easily be collected Quarterly, with a small Charge to the King, by the same Assessors and Receivers that are appointed for other Taxes, and may very well be laid in lieu of the Wine; for it will, by a modest Computation, bring in about Two hundred and and fifty thousand Pound per annum, to the Hurt of no body, whereas that upon the Wines, will prove, certainly the Destruction of that Trade; for it will lessen the Consumption extremely, which will be the ruin of several Merchants, and a great Number of Vintners, and will fall very hard upon these, as Coopers, Carmen, and Porters, and lessen considerably our Shipping and Navigation, and the exporting of our own Manufactures.
